, r <br /> Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subgrantee will be responsible for administering the College of Hope Learning for Life Program <br /> program in a manner satisfactory to the City and consistent with any standards required as a <br /> condition of providing these funds. Such program will include the following activities eligible under <br /> the Community Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> Housing Hope will continue to provide life skills courses through the College of Hope program. The <br /> College of Hope course schedule is designed to support homeless families to develop new attitudes, <br /> knowledge, skills and assets, preparing them to regain and maintain permanent housing and move <br /> towards self-sufficiency. In addition to families living in shelter and transitional housing, the College <br /> of Hope is open to all low-income adults in Snohomish County as space is available. College of <br /> Hope courses will be offered in Everett at the Ken Schilaty Family Learning Center(5908 Evergreen <br /> Way) and the Mt. Baker View Apartments (Housing Hope facility in North Everett targeted for low- <br /> income parents attending college, located on 15th St. near Sen. HM Jackson Park). Both facilities <br /> offer a quality childcare space for child learning experiences in conjunction with the adult learning <br /> activities. <br /> College of Hope offers forty(40) courses, ranging in length from one to three classes, focused on <br /> four life areas: Housing Expertise, Health and Wellness, Economic Well Being, and Family Life. <br /> These courses are provided in conjunction with community partners that provide course instruction in <br /> their area of expertise; Housing Hope provides program development and oversight, and <br /> administrative support. Housing Hope provides a positive learning environment and incorporates <br /> adult education/learning principles into its program design. In addition, College of Hope provides <br /> transportation to and from the education site (primarily available to Housing Hope homeless housing <br /> participants), dinner, and an instructive children's program. <br /> Outcomes: <br /> While providing a myriad of learning opportunities, College of Hope emphasizes learning in the <br /> following targeted areas: <br /> • Family life: 75% of participants in parenting courses demonstrate an increase in parenting <br /> skills and knowledge of strategies for positive parenting that are developmentally <br /> appropriate. <br /> • Housing Expertise: 75% of participants in housing courses will demonstrate an increased <br /> understanding of the responsibilities of a tenant and the responsibilities of a Rental <br /> Property Owner(as defined by the Washington State Landlord Tenant Law) and/or can <br /> A-1 <br />
