9. Evaluate soil and groundwater chemical analytical results relative to MTCA Method A cleanup levels for
unrestricted land use. Interpret the field and chemical analytical data relative to the study objectives.
10. Investigative derived wastes (IDW) will be drummed, labeled and placed at a location designated by the
City pending disposal at future time. Costs for disposal of drums is not included in this scope of work and
we assume drum disposal will occur during the Site cleanup.
As noted above we will initiate an underground utility location clearance check in accordance with State law.
We will also hire a private utility locating firm to locate utilities within the site, as the one-call system does not
normally locate utilities on private property. Based on communications with the former facility operator during
GeoEngineers' Phase II ESA, we anticipate that a buried power line may be present in the area between the
former mill office and the former location of the truck scales. The power line will need to be marked before we
can undertake additional explorations at the site. We request the City's assistance in locating this utility. We
will use appropriate diligence when locating our borings to avoid utilities. However, we assume no liability if
damage to utilities occurs from our explorations if utility locations are not shown on drawings or not located.
Task 3:Remedial Investigation and Feasibility Study(RI/FS)Report
1. Summarize the results of the remedial investigations in a comprehensive RI report following Ecology's RI
checklist requirements,as appropriate for this Site.
2. Prepare a FS report based on the RI results and following Ecology's FS checklist requirements, as
appropriate for this Site.We do not anticipate needing to complete a MICA disproportionate cost analysis
(DCA)given that the proposed redevelopment of the Property will involve earthwork and capping, and we
anticipate that excavation and capping will be components of the preferred cleanup alternative in
accordance with MICA requirements.
3. The RI and FS will be combined into an RI/FS report. A copy of the draft RI/FS report will be provided to
the City for review and comment. GeoEngineers will incorporate client comments and revise the draft
RI/FS prior to submittal to Ecology along with the draft CAP.
4. The RI/FS report would be finalized after incorporating comments from Ecology, as appropriate. We
assume a disproportionate cost analysis (DCA) will not be required by Ecology as part of the RI/FS; if
Ecology requires a DCA,we will submit a contract amendment at a future time.
Task 4:Cleanup Action Plan(CAP)
1. Prepare a draft Cleanup Action Plan(CAP)following Ecology's checklist,as appropriate for this Site based
on the RI/FS findings. The draft CAP will present the preferred cleanup alternative.
2. A copy of the draft CAP will be provided to the City for review and comment.GeoEngineers will incorporate
client comments and revise the draft CAP prior to submittal to Ecology.
3. The CAP report would be finalized after incorporating comments from Ecology, as appropriate.
Task 5:VCP Meetings/Communication and Project Coordination
1. Communicate and meet with Ecology to discuss VCP submittals and Ecology opinion letters.
2. Provide supporting environmental consulting or input to the City related to the RI, FS and CAP and
proposed cleanup, on an as-requested basis.
3. Perform routine project management, budget tracking, and invoicing.
For the routine project management subtasks,we assume 30 hours of professional labor.
GeoEngineers,Inc.
File No.0661-108-02
