Resolution No. 6546 allpâ– . <br /> iva.....4 <br /> A SECOND RESOLUTION DECLARING AN EMERGENCY ** -j ; <br /> REGARDING THE CONTINUING REPLACEMENT <br /> OF THE SEWER LIFT STATION NO. 24 FORCE MAIN <br /> WHEREAS, <br /> A. The City of Everett owns and operates Sewer Lift Station No. 24, which is located in <br /> Snohomish County south of the City limits. Sewer Lift Station No. 24 collects sewage from over 15,000 <br /> residents in south Everett and areas immediately south of the City in Snohomish County. The average <br /> daily sewer flow to and out of Sewer Lift Station No. 24 is approximately 2.2 million gallons,which is a <br /> significant contribution to the City's sewer system. <br /> B. The discharge line from Sewer Lift Station No. 24 is a 20-inch ductile iron pipe of about <br /> 5000 feet in length installed in 1981. It was generally considered to have an operational life of 50 to 75 <br /> years. It is located within Silver Way in the County, enters into the City at 116th,continues to 108th <br /> Street SW and 3rd Avenue SE,and ultimately enters the City's wastewater treatment plant. <br /> C. The discharge line broke on April 12, 2012, causing a release of approximately one <br /> million gallons of raw sewage into North Creek. The Public Works Department fixed the break by <br /> replacing over twenty feet of the discharge line, in addition to the pumping, clean-up and other <br /> activities necessary to cope with the break. This work was completed on April 13, 2012. <br /> D. After the break,forensic and structural analysis in April 2012 indicated the discharge <br /> line has experienced damage and loss of structural strength, meaning that other parts of the discharge <br /> line could be susceptible to further breaks,which would result in further discharge of sewage into North <br /> Creek,affecting health,sanitation, habitat, and the environment. It was not possible to predict when <br /> further breaks of the discharge line could occur. Approximately 1600 feet of the pipe was then <br /> considered at risk. <br /> E. On May 9, 2012,the City Council adopted an emergency resolution under RCW <br /> 39.04.280 and the City's Purchasing Guidelines. In part,the City Council resolved that"the discharge <br /> line may break again at any time,which is an unforeseen circumstance beyond the control of the City <br /> that is an immediate threat to the proper performance of essential City functions. " The City Council <br /> further resolved that "[b]ecause another break would likely cause material loss or damage to property, <br /> risk to public health and the environment, immediate action is necessary to replace approximately 1,600 <br /> feet of the discharge line. " <br /> F. Because of the imminent threat,the need for immediate action,the size of the project, <br /> the contractor experience necessary to bid accurately and quickly, and the contractor experience <br />
