necessary to complete the project swiftly,the May 2012 emergency resolution also established a limited <br /> competitive process for the selection of a contractor to replace the approximately 1600 feet of <br /> discharge line. Under that process,four contractors submitted bids on June 5, 2012. On June 6, 2012, <br /> City Council awarded the contract to Shoreline Construction,the low bidder in the amount of <br /> $896,914.50,which was significantly lower than the other three bids,which were approximately$1.4 <br /> million to$1.5 million. <br /> G. As Shoreline Construction began work,the Public Works Department continued its <br /> analysis of the condition of the discharge line. By late July and August 2012,the pipe thickness readings <br /> made it apparent that severe erosion and pitting persisted along at least the first 3000 feet of the <br /> discharge line. There were readings at or below 0.1 inch,which is less than 25%of the standard pipe <br /> thickness of 0.39 inch for such a pipeline. Prior to receiving this data, it was unforeseen that the severe <br /> erosion and pitting would extend beyond the first 1600 feet of the discharge line. Based on these new <br /> findings,the Public Works Department has concluded that the entire 5000 feet of discharge line, not just <br /> 1600 feet, must be replaced as soon as possible. This new information also caused the Public Works <br /> Department to conclude that a new route for the discharge line is necessary. <br /> H. In accordance with the May 2012 emergency resolution,the City has directed Shoreline <br /> Construction to proceed with the replacement of first 2000 feet of the discharge line in the new route. <br /> The Mayor has executed a change order in the amount of$219,372.30, including sales tax for this work. <br /> This work is underway. <br /> Because of the imminent threat of possible future breaks and the possible damage to <br /> property and disruption of critical service, immediate action is necessary to replace the remaining <br /> approximately 3000 feet of the discharge line. The Public Works Department is proceeding as fast as <br /> possible with the survey,design, and permitting of replacement the 3000 ft of discharge line. <br /> J. Because of the imminent threat and the need for immediate action, an emergency <br /> exists. Time is of the essence in proceeding with the replacement of the remaining approximately 3000 <br /> feet of discharge line. The Public Works Department believes that the fastest method of replacement is <br /> not to wait for completion of entire design of the remaining discharge line. The replacement discharge <br /> line will be designed in segments. Once the designer completes design of a segment,that segment <br /> design will be given to the contractor for construction of that segment. The designer will stay about <br /> one segment ahead of the contractor until the entire discharge line is replaced. <br /> K. The Public Works Department has analyzed the possible methods for procuring a <br /> contractor for the replacement of the remaining 3000 feet of discharge line. The Public Works <br /> Department believes that completing the replacement of the discharge line by negotiated change order <br /> to the Shoreline Construction contract will save between four to eight weeks in comparison to a limited <br /> emergency competitive process as done in May 2012 or in comparison to a normal competitive process. <br /> Because of the deteriorated nature of the discharge line, it is the professional engineering opinion of the <br /> Public Works Department, including its Director and Engineering Superintendent,that a four to eight <br /> week delay of the replacement of the 3000 feet of discharge line represents an imminent and <br />
