1 ORDINANCE NO./ 9/—8- <br /> 2 <br /> 3 AN ORDINANCE authorizing the City' s Traffic Engineer to install <br /> traffic control devices called speed humps and repealing <br /> 4 Ordinance No. 1529-88. <br /> 5 <br /> 6 WHEREAS, the City Council finds that speeding traffic and high volumes <br /> 7 of through traffic are encountered on some residential streets in the City; <br /> 8 and <br /> 9 WHEREAS, the City Council finds that the public is demanding a <br /> 10 definitive solution to these hazards on their residential streets; and <br /> 11 WHEREAS, the City Council finds that many communities have adopted and <br /> 12 implemented traffic management tools called "speed humps" which are designed <br /> 13 to maintain traffic speeds at established speed limits; and <br /> 14 WHEREAS, the City Council finds that the City' s Traffic Engineer <br /> 15 implemented a trial program for the installation of speed humps in <br /> 16 accordance with Ordinance No. 1529-88 and based upon the results of that <br /> 17 program the City Council would like to implement a program authorizing the <br /> 18 installation of speed humps in accordance with the provisions of this <br /> 19 ordinance; <br /> 20 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 21 Section 1 : The City' s Traffic Engineer is hereby authorized to install <br /> 22 speed humps on residential streets as a means of controlling speeding <br /> 23 traffic and high volumes of traffic on City residential streets. The City' s <br /> 24 Traffic Engineer is hereby authorized to promulgate rules and regulations to <br /> 25 administer this ordinance. <br /> 26 Section 2: Speed humps (undulations) should be installed in accordance <br /> 27 with the following standards: <br /> 28 <br /> A. The length of installation should be approximately twelve <br /> 29 (12) feet from the beginning of rise from the pavement <br /> surface to return to the pavement surface; <br /> 30 <br /> B. Undulations should be approximately four (4) inches in <br /> 31 height at the highest point and a circular arc surface <br /> should be used from point of rise to the end of the <br /> 32 <br />
