1 ORDINANCE NO./ 9/—8- 2 3 AN ORDINANCE authorizing the City' s Traffic Engineer to install traffic control devices called speed humps and repealing 4 Ordinance No. 1529-88. 5 6 WHEREAS, the City Council finds that speeding traffic and high volumes 7 of through traffic are encountered on some residential streets in the City; 8 and 9 WHEREAS, the City Council finds that the public is demanding a 10 definitive solution to these hazards on their residential streets; and 11 WHEREAS, the City Council finds that many communities have adopted and 12 implemented traffic management tools called "speed humps" which are designed 13 to maintain traffic speeds at established speed limits; and 14 WHEREAS, the City Council finds that the City' s Traffic Engineer 15 implemented a trial program for the installation of speed humps in 16 accordance with Ordinance No. 1529-88 and based upon the results of that 17 program the City Council would like to implement a program authorizing the 18 installation of speed humps in accordance with the provisions of this 19 ordinance; 20 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 21 Section 1 : The City' s Traffic Engineer is hereby authorized to install 22 speed humps on residential streets as a means of controlling speeding 23 traffic and high volumes of traffic on City residential streets. The City' s 24 Traffic Engineer is hereby authorized to promulgate rules and regulations to 25 administer this ordinance. 26 Section 2: Speed humps (undulations) should be installed in accordance 27 with the following standards: 28 A. The length of installation should be approximately twelve 29 (12) feet from the beginning of rise from the pavement surface to return to the pavement surface; 30 B. Undulations should be approximately four (4) inches in 31 height at the highest point and a circular arc surface should be used from point of rise to the end of the 32
