• <br /> ORDINANCE NO. /1`73 <br /> AN ORDINANCE amending Ordinance No. 1388-87 which <br /> created a special fund entitled "Hewitt, Oakes, and <br /> Lombard Railroad Bridge Replacement", Fund 391 to <br /> accumulate all the design, right-of-way and <br /> construction costs for the Hewitt, Oakes, and Lombard <br /> Bridge Replacement project, including bridge approach <br /> work and utility replacement work. <br /> WHEREAS, on March 2, 1984, the City of Everett entered an emergency <br /> agreement with the consulting engineering firm of Harold Sargent and <br /> Associates to perform structural analysis and load rating for several bridges, <br /> including Oakes Street Bridge and Hewitt Avenue Bridge, for a total amount of <br /> $7,500; and <br /> WHEREAS, on April 18, 1984, the City of Everett authorized a supplemental <br /> agreement with Harold Sargent and Associates to provide additional services, <br /> including load ratings on Lombard and tunnel investigations, for a total fee <br /> of $18,300; and <br /> WHEREAS, the final Bridge Rating/Load Rating Analysis, as performed by <br /> Harold Sargent, indicated that the three (3) bridges in question have, <br /> practically speaking, reached the end of their useful lifespan; and <br /> WHEREAS, on October 30, 1985, Ordinance 1811-85, titled "Traffic <br /> Engineering Improvements" was passed which repealed Ordinance 1036-84, and <br /> budgeted preliminary engineering in the following programs: <br /> Fund 368, Program 291, Lombard Bridge Replacement, $50,000 <br /> Fund 368, Program 297, Hewitt Bridge Replacement, $100,000 <br /> Fund 368, Program 298, Oakes Bridge Replacement, $50,000; and <br /> WHEREAS, on June 2, 1987, the City of Everett entered an agreement with <br /> INCA ENGINEERS, INC. , to provide Preliminary Engineering for the replacement <br /> of the Hewitt, Oakes, and Lombard Bridges under a single contract, since there <br /> is considerable economy in performing the engineering services as a single <br /> contract with one consulting engineering firm; and <br /> WHEREAS, it is anticipated at this time that there will be considerable <br /> economy in having the construction phase of the Hewitt, Oakes, and Lombard <br /> Bridges performed under a single construction contract by a single contractor; <br /> and <br />
