March 2, 2016 <br /> Karen Moore, Everett, spoke in favor of the proposed ordinance and the <br /> importance of the availability of community centers in all Everett <br /> neighborhoods. <br /> Moved by Council Member Moore, seconded by Council Member <br /> Bader, to close the public hearing. <br /> Roll was called with all council members voting yes, except Council <br /> Members Roberts and Murphy who were excused. <br /> Motion carried. <br /> COUNCIL BILL 1602-08 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE adding "community center" as a new special <br /> property use allowed in all zones, amending Ordinance No. <br /> 1671-89, as amended (EMC Title 19) <br /> Moved by Council Member Moore, seconded by Council Member Franklin, <br /> that this is declared to be the third and final reading of Council Bill No. <br /> 1602-08, and the city clerk is directed to call the roll for the final disposition <br /> of the ordinance. <br /> AYES: Moore, Franklin, Bader, Stonecipher, Tuohy <br /> NAYS: None <br /> EXCUSED: Roberts, Murphy <br /> Ordinance No. 3483-16 adopted. <br /> PUBLIC HEARING — COUNCIL BILL 1602-09 <br /> Vice President Tuohy opened a public hearing regarding Council Bill <br /> 1602-09, a proposed ordinance authorizing adaptive reuse of non- <br /> residential buildings in residential zones as a special property use permit, <br /> 77 <br />
