(ii) have previously been a member of SNOCOM or SNOPAC and otherwise <br /> independently qualifies as a Principal under this Agreement. <br /> Notwithstanding anything in this paragraph to the contrary, if a merged or annexed <br /> Principal retains a separate public safety operation that is Directly Served by Snohomish <br /> County 911, then that Principal shall maintain its status and shall retain all its rights and <br /> obligations under this Agreement with respect to its Directly Served public safety <br /> operation. <br /> s. Associate Agencies. Associate Agencies shall be charged a nominal <br /> annual membership fee at a level set from time to time by Simple Majority Vote of the <br /> Governing Board. An Associate Agency which stops contracting for police and/or <br /> fire/EMS services from a Principal and requests to be Directly Served by Snohomish <br /> County 911 shall be approved by the Governing Board as a Principal per Section 14.d <br /> and shall not be subject to any latecomer fees in making this transition. <br /> SECTION 7. TECHNICAL ADVISORY COMMITTEES. <br /> a. Creation and Membership. Two Technical Advisory Committees shall be <br /> created to serve in an advisory capacity to the Governing Board and Executive Director. <br /> i. Police Technical Advisory Committee. The Police Technical <br /> Advisory Committee shall consist of the chief or his or her designee from each <br /> Principal and Subscriber police department or equivalent agency or operation <br /> Directly Served by Snohomish County 911. <br /> ii. Fire/EMS Technical Advisory Committee. The Fire/EMS <br /> Technical Advisory Committee shall consist of the chief or his or her designee <br /> from each Principal and Subscriber with a Fire/EMS department or equivalent <br /> agency or operation Directly Served by Snohomish County 911. <br /> b. Technical Advisory Committee Representatives. Persons serving on <br /> either Technical Advisory Committee shall serve without compensation from Snohomish <br /> County 911. However, Snohomish County 911 may pay for or reimburse <br /> Representatives and alternates for reasonable out-of-pocket costs related to service on the <br /> Technical Advisory Committees. <br /> c. Alternates. Each Representative serving on a Technical Advisory <br /> Committee may designate one alternate, confirmed in writing, to serve when such <br /> Representative is absent or unable to serve provided that such alternates must have <br /> operational responsibilities within their respective agencies. Written notice of the <br /> appointment of an alternate shall be provided to the Chair the applicable Technical <br /> Advisory Committee prior to the alternate serving in the absence of the Representative. <br /> 19 <br /> 33 <br />
