meeting required to approve any recommendation to be forwarded to the Governing <br /> Board. The actions and recommendations of attendees at the annual Agencies' Assembly <br /> shall be advisory to the Governing Board. <br /> SECTION 9. EXECUTIVE DIRECTOR. <br /> The Governing Board shall be responsible for the appointment and termination of the <br /> Executive Director. An interim Executive Director shall be appointed by the Transition <br /> Board as provided in Section 6.b. The interim Executive Director shall serve in such <br /> capacity until a permanent Executive Director is appointed by the Governing Board. A <br /> Supermajority Vote of the Governing Board is required to appoint the Executive Director <br /> of Snohomish County 911. <br /> The Executive Director shall be responsible to the Governing Board and shall advise it <br /> from time to time on a proposed budget and other appropriate matters in order to fully <br /> implement the purposes of this Agreement. The Executive Director shall administer <br /> Snohomish County 911 in its day-to-day operations, including but not limited to: <br /> approving and overseeing the administration of all operating procedures and public <br /> records management procedures consistent with Governing Board policies; and <br /> appointing persons to fill other staff positions in the Snohomish County 911 and <br /> overseeing the evaluation and discipline, hiring and firing of employees, and <br /> administration of collective bargaining agreements and other personnel contracts <br /> consistent with Governing Board policies. <br /> Only the Governing Board shall be authorized to hire or retain legal counsel and <br /> independent accountants and auditors. Other consultants or legal counsel for specialized <br /> purposes within the Executive Director's signing authority as it may be defined by the <br /> Board from time to time may be designated in such manner as the Governing Board may <br /> determine subject to Sections 5 and 6. <br /> The Executive Director shall have experience in technical, financial and administrative <br /> fields and his or her appointment shall be on the basis of merit only. The Executive <br /> Director is an "at will" employee and may be terminated upon the Simple Majority Vote <br /> of the Governing Board. <br /> SECTION 10. PERSONNEL POLICY <br /> The Executive Director shall, as necessary from time to time, submit to the Governing <br /> Board a proposed personnel policy for the Governing Board's approval, rejection or <br /> modification. All modifications or revisions to such personnel policies must be approved <br /> by the Governing Board if and to the extent required in such policies. <br /> 22 <br /> 36 <br />
