2 <br /> means of communication by which all Representatives and members of the public <br /> participating in such meeting can hear each other during the meeting. Any <br /> Representatives participating in a meeting by such means is deemed to be present in <br /> person at the meeting for all purposes including, but not limited to, establishing a <br /> quorum. <br /> SECTION 8. ANNUAL AGENCY ASSEMBLY. <br /> a. Purpose. To provide a forum for an exchange of information and ideas <br /> between Snohomish County 911 and its Principals, Subscribers and Associate Agencies, <br /> the Governing Board shall in April of each year convene an Agency Assembly, at which <br /> the Executive Director shall present an annual report outlining: <br /> i. Activities of Snohomish County 911 for the previous calendar <br /> year; <br /> ii. The proposed work program and significant events in the current <br /> calendar year; financial condition of Snohomish County 911; <br /> iii. Results of Governing Board adopted performance benchmarks; <br /> and <br /> iv. The proposed budget policy for the upcoming year. <br /> Also at the Agency Assembly, Board President shall offer remarks on behalf of the <br /> Board. The Agency Assembly shall be open to the public to the extent required by <br /> chapter 42.30 RCW. <br /> b. Governing Board Meeting at the Agency Assembly. The required annual <br /> Governing Board meeting shall occur immediately after the Agency Assembly. <br /> c. Caucuses for Election of Board Members. Every two (2) years, beginning <br /> in 2020, the Agency Assembly agenda will include a time for caucuses to meet and elect <br /> governing Board Members and their alternates as provided in Section 6 and Exhibit B, <br /> and to announce the results of the caucus deliberations. <br /> d. Attendance. Each Principal, Subscriber, and Associate Agency may send <br /> one or more elected officials as well as police chiefs, fire chiefs, their deputies or <br /> assistants or other personnel to participate in the Agency Assembly. Participation in <br /> caucuses for election of Governing Board Members is governed by Exhibit B. <br /> e. Action by Attendees. Attendees of the Agency Assembly may vote to <br /> recommend changes to the proposed budget policy, work program and performance <br /> measures program, and may provide additional comments and questions to the Governing <br /> Board. Voting by attendees shall be based on one-vote per each Principal, Subscriber, <br /> and Associate Agency, with a simple majority vote of all agencies represented at the <br /> 21 <br /> 35 <br />
