1 <br /> Existing Height Regulations <br /> Most of the Metro Everett area has a fixed building height limit, dependent on location and zoning, <br /> with some allowance for additional height above this,generally 10 feet,to accommodate for roofing <br /> forms. The downtown B-3 zone is unique in that it allows a range of maximum heights. See Figure 2 <br /> below for allowable building height limits.For the ranged height areas,the lower number is the <br /> outright building height permitted.The higher number indicates the maximum building height a <br /> developer could build too provided additional bonus elements, such as public open space,distinctive <br /> building design,LEED certification, etc., are incorporated. <br /> Few of the existing buildings in the Metro Everett area reflect the height limit with which existing <br /> development regulations allow.A main contributing factor to this discrepancy is the return of <br /> investment for a developer with the cost of building construction in relation to rental rates. <br /> Construction costs in Everett are comparable to those in Seattle and Bellevue,however,the rental <br /> market rate is significantly lower in Everett.Buildings which have one or two bottom floors of <br /> concrete,with up to five upper floors made from wood, appear to be a viable construction technique • <br /> for a developer's investment at this point in Metro Everett.Building code requires buildings taller than <br /> this to be constructed from steel and concrete,which currently is cost prohibitive. <br /> The existing height limits allow for new development projects to mostly or completely block all views <br /> of adjacent and/or nearby properties.
