• <br /> ft <br /> ,. <br /> 1 In order to promote patronage of Everett businesses, the Mayor is <br /> authorized to establish and implement a program which will <br /> 2 provide special parking privledges on City streets on a limited <br /> basis for a period of time not to exceed five (5) consecutive <br /> 3 days to visitors in Everett who are attending conventions in <br /> facilities located in Everett . Further, the Mayor is further <br /> 4 authorized, as part of the program, to waive or provide a special <br /> fee structure on Everett Transit for a period of time not to <br /> 5 exceed five (5) consecutive days to those attending conventions <br /> in facilities located in Everett. <br /> 6 <br /> 7 Section 4: If any provision of this Ordinance shall be declared <br /> 8 unconstitutional or invalid by a court of competent jurisdiction, it shall <br /> be conclusively presumed that this Ordinance would have been enacted without <br /> 9 the provision so held unconstitutional or invalid and the remainder of this <br /> 10 Ordinance shall not be affected as a result of said part being held <br /> 11 unconstitutional or invalid. <br /> Section 5: VALIDITY. <br /> 12 Should any section, subsection, paragraph, sentence, clause or phrase <br /> 13 of this Ordinance or its application to any person or situation be declared <br /> 14 unconstitutional or invalid for any reason, such decision shall not affect <br /> the validity of the remaining portions of this Ordinance or its application <br /> 15 to any other person or situation. The City Council of the City of Everett <br /> 16 hereby declares that it would have adopted this ordinance and each section, <br /> 17 subsection, sentence, clause, phrase or portion thereof irrespective of the <br /> fact that any one or more sections, subsections, sentences, clauses, phrases <br /> 18 <br /> or portions be declared invalid or unconstitutional . <br /> 19 Section 6: EFFECTIVE DATE. <br /> 20 This Ordinance shall take effect on November 1 , 1988. <br /> 21 <br /> #140 JP' <br /> 22 WILLIAM E.
