ORDINANCE NO . f t✓/ 7 AN ORDINANCE creating a special construction fund entitled "1988 Block Grant Neighborhood Improvement Fund No . 320 authorizing the construction of improvements as voted on by Councils for Port Gardner ( $38,000) on November 9, 1987, and Riverside ($13 , 945) on November 10, 1987, and authorizing $51 ,945 for these improvements . WHEREAS, the City Council has recognized the need to improve the Port Gardner and Riverside neighborhoods ; and WHEREAS , the City Council has allocated from the 1988 Block Grant fund $51 ,945 to make the needed improvements and to be divided among the Port Gardner and Riverside Neighborhoods ; and WHEREAS , the Port Gardner and Riverside Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of Block Grant Funds ; and WHEREAS , numerous neighborhood meetings have been held , and the following neighborhood-wide meetings , where residents voted , were held in the neighborhoods on the improvement projects to be recommended to City Council . Monday , November 9, 1987 in Port Gardner Tuesday , November 10, 1987 in Riverside NOW , THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1 : A special construction fund is hereby established as Fund No. 320 entitled "1988 Block Grant Neighborhood Improvement Fund" to accomplish the actions authorized in subsequent sections of this Ordinance . Section 2 : Authorization is hereby given to provide for the development of contract plans , specifications and detailed cost estimates and construction required to provide the following : A. Port Gardner Neighborhood Improvements 1 . Allocate $38,000 for the following street and sidewalk improvement projects . a . Federal Avenue - 35th to Charles $38 ,000 (This project is eligible for street overlay funds . )
