B . Riverside Neighborhood Improvements 1 . Allocate $500 to cover tuition costs for needy students who attend summer school classes . ( This project is not eligible for street overlay funds . ) 2. Allocate $13 , 445 to replace hazardous sidewalks throughout the Riverside district . See attached list and map . ( This project is eligible for street overlay funds . ) Section 3: Should costs be less for the above projects than originally estimated , projects receiving the next highest neighborhood priority shall be included for funding . If project costs exceed the estimates given , the lowest priority project or projects will be dropped for funding . Section 4 : If any of the above projects is started but not completed , completion of the project(s) will be automatically funded with any 1989 Block Grant funds received by the neighborhood where an uncompleted project is located. Section 5 : All of the above projects shall conform to the requirements of the City Ordinance 555-78, as amended by City Ordinances 655-80 and 793-82 . Determination of the appropriate standards to impose shall be made by the City Engineer . Section 6 : The total estimated cost of the improvements herein authorized is $51 ,945 which will include all costs related to design, construction , contract administration , plan development and associated costs . Section 7: The City Engineer of the City of Everett under the administration of the Mayor is hereby given the responsibility of providing for the street , sidewalk and drainage improvements as defined herein . Planning will be responsible for the scholarship fund. Section 8: The Mayor has also approved matching funding on a dollar per dollar basis from the street overlay fund for neighborhood improvements in Riverside and Port Gardner , provided that CDBG funds are expended for street and sidewalk improvement projects . Section 9: The City Treasurer of the City of Everett under the administration of the Mayor is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy interim construction costs not to exceed $51 ,945 . These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement or long term bond financing monies , as described elsewhere in this Ordinance , are received .
