EXHIBIT A <br /> SCOPE OF WORK <br /> Goal: Provide the community a aupervised alternative to expensive criminal justice processes for adult,nonviolent <br /> offenders referred by the City's Attorney's Office,Criminal Division(Prosecutor)and the Everett Municipal Court. <br /> This goal is accomplished through a voluntary work crew program that provides litter pick-up,referrals to treatment <br /> and other services,motivational programming,and other soft skills related to entry into employment market. The <br /> primary goals are: <br /> Work Crew/Community Restitution Program: The HopeWorks WCM(work crew manager),supervises individuals <br /> referred from the City to serve on Work Crew or to perform Supervised Community Service. Individuals may be <br /> referred to work crew as by the prosecutor as part of pre-charge diverson or post-charge diversion,or by the Everett <br /> Municipal Court as an alternative to incarceration(sentence or bail)or as an alternative to fine payment. <br /> HopeWorks will staff an employee to supervise work crew which shall consist of small group educational <br /> programing(cognitive skills,workplace training,and social service outreach)and street cleaning/litter cleanup and <br /> other work as fits the goal of the program. Street cleaning consists of picking up garbage,sweeping sidewalks, <br /> cleaning storm drains and other work focused on clean-up efforts in areas affected by street level social issues as <br /> identified by the Community Streets Initiative. HopeWorks may enter agreements with private businesses in the <br /> target are to provide clean-up services. The target area for the contract period of the program is the Broadway <br /> corridor from 17th Ave to 41st Street and the area east of Broadway to the Snohomish River. The primary focus of <br /> the work to be performed by HopeWorks WCM is to provide an alternative to incarceration,to provide experience <br /> with a structured work environment to individuals wh may benefit from such training,and to reduce recidivism <br /> through rehabilitation and communtiy restitution. The prosecutor and/or Court will establish a unit of work crew and <br /> set equivalent standard credit toward diversion,sentence,or fine. The City,in partnership with HopeWorks will also <br /> establish program design and guideline and evaluation criteria. HopeWorks will provide equipment and the work <br /> crew manager. <br /> Objectives: <br /> 1.)Continue established"Safe Streets" work crew program focused on providing clean-up to areas of the City <br /> affected by street level social issues and crime. The program should also focus on participant skills that improve <br /> workplace opportunity <br /> 2.)Compile and submit required program reports/data <br /> Needs Statement: <br /> A work crew program was a recommendaton of the Everett Community Streets Initiative and the City's Safe Streets <br /> Plan. The program provides an alternative to incarceration,fines,or prosecution that benefits the community and the <br /> participants. This program does not have a user fee but is rather funded by the City as an alternative to incarceration. <br /> The program should also provide opportunities for participants to learn skills that will help making important life <br /> changes and prepare participant for future employment opportunities. <br /> Statement of Diversion Services: <br /> Referral: <br /> The HopeWorks work crew manager will provide services to all individuals with cases referred by the City <br /> Proseculter/Municipal Court except where referrral would be inconsistent with the safety of the supervisor,other <br /> participants,or the community. All referrals will be made by the Everett Police with oversight by the City's Lead <br /> Prosecturer,or the City Prosectuter's Office,or the Everett Municipal Court and shall contain all relevant <br /> information as required by HopeWorks for operation of the program. <br /> Failure to Contact: <br /> Page 12 <br /> (Form Approved by City Attorney's Office January 7,2010,updated November 21,2016) <br />
