(j ) "Computation Period" means the period from the date of issue of the Bonds through the date as of which the Rebate Amount is determined pursuant to Section 9 hereof. (k) "Council" means the general legislative authority of the City as the same shall be duly and regularly constituted from time to time. ( 1) "Excess Earnings Fund" means the "1988 Senior Facilities Unlimited Tax Levy General Obligation Bonds Excess Earnings Fund" created by Section 9 hereof. (m) "Finance Director" means the City Finance Director or any successor to the functions and responsibilities of the City Finance Director. (n) "Housing Cooperation Agreement" means that certain agreement by and between the City and the Authority, dated as of April 27, 1988, authorized by Ordinance No. 1406-87. (o) "Projects" means the Senior Citizen Housing Facility Project and the Senior Center Project authorized by Ordinance No. 1406-87 and Section 2 of this ordinance. (p) "Projects Fund" means the "1988 Senior Facilities Projects Fund" created by Section 14 hereof. (q) "Rebate Amount" means the amount determined pur- suant to Section 9 hereof with respect to the Bonds which is to be rebated to the United States under the circumstances set forth therein. (r) "Treasurer" means the Treasurer of the City, or any successor to the functions and responsibilities of the Treasurer of the City. SECTION 2 . Findings and Authorization of Projects. It is hereby found and declared that the public interest, welfare and benefit of the inhabitants of the City require that the City undertake the plans to construct the senior citizen housing facility project (the "Senior Citizen Housing Facility Project" ) -3- KR258 88/07/06
