and the senior center improvement project (the "Senior Center Project" ) , all as further described in Ordinance No. 1406-87 of the City. Said projects are herein collectively called the "Projects. " The Senior Citizen Housing Facility Project shall be carried out by the Authority and the City pursuant to the terms and conditions of the Housing Cooperation Agreement and Ordinance No. 1406-87, subject to the terms, covenants and conditions of this ordinance and the Bonds herein authorized to be issued. The cost of all necessary architectural, engineering and other consulting services, inspection and testing, administrative and relocation expenses and other costs incurred in connection with the making of the foregoing capital improvements shall be deemed a part of the costs of such improvements. Such improvements shall be complete with all necessary furniture, equipment and appurtenances. The estimated cost of the Projects and all costs incidental thereto and to the issuance of the Bonds is hereby declared to be as nearly as practicable the sum of $6, 600, 000, which shall be provided from the proceeds of sale of the Bonds. By ordinance of the City, the Council may alter, make substitutions to and amend the Projects descriptions as it determines is in the best interests of the City and consistent with the general descriptions provided herein and in Ordinance No. 1406-87 . By ordinance of the City, the Council shall determine the application of moneys available for the Projects set forth above so as to accomplish, as nearly as may be, all improvements described as part of such Projects. The City shall determine the exact extent and specifications for construction of structures or other improvements.
