1 SECTION 5: The City Council finds that the need for emergency medical <br /> 2 services as described in this ordinance requires the City to place this <br /> 3 issue before the electors at the primary election to be held in the City as <br /> 4 provided by law on September 20, 1988, at which there shall be submitted to <br /> 5 the qualified voters of the City for their approval or disapproval of the <br /> 6 following proposition: <br /> 7 <br /> PROPOSITION NO. 1 <br /> 8 <br /> EMERGENCY MEDICAL SERVICES - $.25/$1 ,000 <br /> 9 <br /> Shall the City of Everett provide for an emergency medical care <br /> 10 and services program including paramedic services and shall the <br /> City be authorized to impose for such program an additional <br /> 11 regular property tax levy of a maximum of twenty-five cents per <br /> thousand dollars, or less as determined by City Council , of the <br /> 12 assessed value of property in the City each year for six <br /> consecutive years commencing January 1 , 1989? <br /> 13 <br /> YES NO <br /> 14 <br /> 15 <br /> The County Auditor of Snohomish County, ex officio Supervisor of <br /> 16 <br /> Elections of the County, shall have jurisdiction over and shall conduct such <br /> 17 <br /> special election. The City Clerk shall deliver to the Snohomish County <br /> 18 <br /> Auditor a certified copy of this ordinance showing its passage and including <br /> 19 <br /> the ballot title herein set forth. <br /> 20 <br /> SECTION 6: Certification of such proposition by the City Clerk to the <br /> 21 <br /> Snohomish County Auditor in accordance with law prior to the date of such <br /> 22 <br /> election on September 20, 1988, and any other act consistent with the <br /> 23 <br /> authority and prior to the effective date of this ordinance, are ratified <br /> 24 <br /> and confirmed. <br /> 25 <br /> SECTION 7: An emergency is declared to exist regarding Sections 1 , 2, <br /> 26 <br /> 5 and 6 of this ordinance and Sections 1 , 2, 5 and 6 shall take effect upon <br /> 27 <br /> becoming valid; thereafter, Sections 3 and 4 of this ordinance providing for <br /> 28 <br /> program funding shall take effect upon voter approval . <br /> 29 <br /> SECTION 8: Severability. In the event any one or more of the <br /> 30 <br /> provisions of this ordinance shall for any reason be held to be invalid, <br /> 31 <br /> such invalidity shall not affect or invalidate any other provision of this <br /> 32 <br /> 3 <br />
