1 SECTION 2: The City Council finds that there continues to exist a <br /> 2 critical need for emergency medical care and services in the City. Present <br /> 3 City budget constraints make it impossible to provide said emergency medical <br /> 4 care and services without additional funding. Said needed additional <br /> 5 funding is available to the City through an additional property tax levy <br /> 6 pursuant to RCW 84.52.069, and the Mayor is authorized to establish and <br /> 7 operate emergency medical care and services including paramedic services <br /> 8 upon said voter approval . <br /> 9 SECTION 3: For the purposes of providing funds for said emergency <br /> 10 medical care and services there is hereby imposed an additional regular <br /> 11 property tax levy, pursuant to RCW 84.52.069, in an amount equal to a <br /> 12 maximum of twenty-five cents ($.25) per thousand dollars ($1 ,000) , or_ less <br /> 13 as determined by City Council , of the assessed value of property in the City <br /> 14 to be collected in each year commencing January 1 , 1989, and for five <br /> 15 consecutive years thereafter in an amount of a maximum of twenty-five cents <br /> 16 ($.25) per thousand of assessed value of property in the City or less as may <br /> 17 be determined yearly by City Council or necessary in accordance with <br /> 18 constitutional and statutory limitations in property tax collections. <br /> 19 SECTION 4: After voter approval , and in addition to the authority <br /> 20 granted in Section 2 above, the Mayor and City Treasurer are authorized for <br /> 21 and on behalf of the City to execute a promissory note or notes or warrant <br /> 22 or warrants providing for a loan or loans of funds from a bank or banks, or <br /> 23 other lenders or lending institutions, in anticipation of taxes levied as <br /> 24 authorized by Section 3 hereof, to bear interest at a rate or rates to be <br /> 25 negotiated by the City Treasurer, and including, in the discretion of the <br /> 26 City Treasurer, provision for early repayment. Such warrants may be <br /> 27 redeemed from the General Fund, the emergency medical services tax levy <br /> 28 provided for in Section 3 above, or other money as may be made available. <br /> 29 Any and all funds derived from the levy herein, loans, contractual services <br /> 30 or other sources for emergency medical care and services shall be segregated <br /> 31 into an emergency medical care and services fund which may be drawn up on as <br /> 32 necessary to meet the expenses of emergency medical care and services. <br /> 2 <br />
