. . <br /> - <br /> ORDINANCE NO. /47© , <br /> ORDINANCE establishing a Human Needs <br /> Advisory Committee <br /> WHEREAS, the City Council allocates funding each year of Council <br /> Contingency monies from the General Fund to be used for human <br /> services programs ; and <br /> WHEREAS, there exists in the community a need for monies to <br /> supplement human services programs ; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : PURPOSE <br /> A Human Needs Advisory Committee shall be formed to make <br /> recommendations to the City Council for the allocation of these <br /> funds annually. <br /> Section 2: HUMAN NEEDS ADVISORY COMMITTEE <br /> The Human Needs Advisory Committee shall consist of: <br /> A. Five (5) community members at large, recommended by City <br /> Council and appointed by the Mayor for two- , four- and <br /> six-year appointment terms , with all terms thereafter being <br /> six years , with voting status regarding recommendations to <br /> City Council for allocations of funds . <br /> B. One (1) Councilmember liaison to the Committee, with <br /> non-voting status regarding recommendations to the City <br /> Council for allocation of funds . <br /> C. Three (3) City staff liaison members , with non-voting <br /> status regarding recommendations to the City Council for <br /> allocation of funds : The Human and Social Services <br /> Director, Accounting Manager and Council Administrative <br /> Assistant . <br /> Section 3 : COMMITTEE RESPONSIBILITIES <br /> The responsibilities of the Human Needs Advisory Committee shall <br /> be to: <br /> A. Annually prioritize human needs within the community, i.e. , <br /> basic needs , children, homeless , developmentally disabled, <br /> to be reviewed with the Council . This prioritization will <br /> be completed in the fourth Quarter of each year and will <br /> guide allocation of funds for the succeeding budget year <br /> and provide an opportunity for greater impacts of priority <br /> needs . <br /> B. Meet annually for the purpose of considering applications <br /> for human needs funds ; and, meet as needed to consider <br /> possible emergency allocations . <br /> C. Consider all requests from qualified agencies , prioritizing <br /> requests in the order of emergency or immediate need. <br /> D. Conduct interview session with each qualified applicant, <br /> which may include an unannounced on-site visit. <br /> E. Discuss and vote on recommendations for allocation of <br /> monies to requesting agencies , and submit a Resolution to <br /> Council with recommendations for funding awards . <br /> F. Notify qualified agencies of funding awards . <br />
