• ORDINANCE NO. _1 �J0-OO AN ORDINANCE creating a special construction fund entitled "Sewage Treatment Plant Improvements Construction Fund" , Fund No. 358, authorizing the design and construction of sewage treatment facilities to upgrade treatment at the City' s sewage treatment plant, and repealing Ordinance No. 1362-87 . WHEREAS, the City Council has recognized the need to improve the sewer system of the City of Everett by undertaking improvements to the City' s sewage treatment plant; and WHEREAS, there will be benefits to the health and welfare of all citizens of the City of Everett and adjacent Sewer Districts as a result of upgrading the sewage treatment plant; and WHEREAS, the City Council on January 13, 1988 passed Ordinance No. 1433-88 authorizing the sale of $41 , 750,000 in revenue bonds primarily for the construction of wastewater treatment facilities; and WHEREAS, the City Council on December 29, 1982 passed Ordinance No. 915-82, as amended by Ordinance 1362-87 on July 1 , 1987, which created a construction fund to upgrade the City' s wastewater treatment facilities; and WHEREAS, the State of Washington Department of Ecology has offered the City grants for 50% of the eligible cost of constructing portions of the needed facilities: NOW, THEREFORE BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Eec_tion_1: A construction fund is hereby established as Fund No. 358 entitled "Sewage Treatment Plant Improvements Construction Fund" to accomplish the actions authorized in subsequent sections of this ordinance. aeQtiQ.n.._2.: Authorization is hereby granted to the Director of Public Works to construct sewage treatment plant improvements and to provide for planning, design, construction, and contract administration necessary to accomplish this task. The City is authorized to acquire all materials, equipment, personal and real property interest therein, easements, franchises, and rights-of-way necessary to carry out the above-described plans . The above-described sewer facilities shall be connected one to the other and to the existing sanitary sewer system of the City wherever necessary within available funding in order to make a complete operating utility. Said plans of improvements are all as more specifically set forth in preliminary maps and plans therefore now on file with the City, and such plans shall be subject to such additions or changes as to details, including pipe size or other changes not affecting the main general plan, as may be authorized from time to time by the Public Works Director, either prior to or during the actual course of construction.
