411 • 1 ORDINANCE N0. fri, 1-/—erg 2 AN ORDINANCE relating to the licensing and regulation of dance 3 halls; providing age restrictions; requiring a license for operation; providing penalties for noncompliance; and 4 adding a new chapter to Ordinance No. 295-74 and repealing Chapters 5 and 6 of Ordinance No. 295-74. 5 6 WHEREAS, the City Council finds it to be in the public interest to 7 regulate public dances including young adult dances and teen dances; and 8 WHEREAS, the City Council finds that the pervasive problems of runaway 9 children, drug abuse and abuse of children are problems of such magnitude 10 that they are a matter of City concern and are contributed to by unregulated 11 dance halls; and 12 WHEREAS, the City Council finds that the youth of this community need 13 to be provided a regulated environment to enjoy social activities and dances 14 without the influence of adults twenty-one (21 ) years of age and older. 15 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 16 Ordinance No. 295-74 is hereby amended by the addition of the following 17 Chapter: 18 Section 1 : CONSTRUCTION OF CHAPTER - ELECTION OF OTHER REMEDIES. 19 The provisions of this Chapter shall be construed liberally for the 20 accomplishment of the purposes thereof. 21 Section 2: CONFLICT - APPLICABLE CHAPTER. 22 This chapter is subject to the general licensing provisions of 23 Ordinance No. 295-74. In the event of a conflict between this Chapter and 24 the general provisions of Ordinance No. 295-74, the provisions of this 25 Chapter shall apply. 26 Section 3: DEFINITIONS. 27 For the purpose of this Chapter and unless the context plainly requires 28 otherwise the following definitions are adopted: 29 A. "City" means the City of Everett, its officers, employees and 30 agents. 31 B. "Clerk" means the Everett City Clerk or his or her authorized 32 representative.
