The Planning Commission recommends approval of the Comprehensive Plan <br /> Amendment to Office and Industrial Park District and Rezone #5-86 to M-M <br /> Medium Manufacturing with Contract for Sigma Development, Inc. for the area <br /> generally north of Seaway Boulevard, west of Powder Mill Gulch, south of the <br /> Plat of Kenilworth Hills No. 1, and east of the extended centerline of Paine <br /> Field Airport's main runway with the following conditions. <br /> 1. All owners of record of the subject property sign a Concomitant <br /> Agreement bindings themselves, their heirs and assigns to the <br /> conditions contained therein. <br /> 2. Any development of this property shall be subject to a master site <br /> plan review process covering the entire property. This site plan <br /> shall be subject to the conditions of approval required by the <br /> Everett Planning Commission following a public hearing. Specific <br /> requests for Building Permits will require a detailed site plan <br /> review by the Planning Department. <br /> Detailed drawings in accordance with City Design and Construction <br /> Standards shall be submitted to the Public Works Department showing <br /> site parking layout, landscaping, utilities, storm drainage, <br /> temporary construction erosion control and all required improvements <br /> in the public right-of-way. Public Works Department and Planning <br /> Department approval of these drawings is required prior to any <br /> permits being issued. All required improvements shall be completed, <br /> approved and warranted or bonded before the Occupancy Permit is <br /> issued. <br /> 3. Permitted Uses: <br /> a. The following uses shall be permitted on this property within <br /> one thousand (1000) feet of that area to the north which is <br /> designated for residential uses subject to the requirements and <br /> provisions of applicable City Ordinances and standards: <br /> i. Office uses; warehouse uses where all activities, <br /> including storage and commercial vehicle parking take <br /> place wholly within buildings; and assembly and <br /> distribution of pre-manufactured products <br /> ii. Commercial/retail uses limited in size, type and number <br /> to serve primarily the adjoining businesses and <br /> industries. <br /> iii. Contractor's offices but not including outdoor storage of <br /> equipment and materials. <br /> b. The following uses shall be permitted on this property in areas <br /> located greater than one thousand (1000) feet from the area to <br /> the north designated for residential uses subject to the <br /> requirements and provisions of applicable City Ordinances and <br /> standards. <br /> i. Manufacturing; bakery, fabric, printing, drugs and <br /> pharmaceuticals, leather goods, metal fabrication, <br /> electronic office equipment, measurement, and controlling <br /> instruments, optical equipment, lighting and wiring <br /> equipment, electronic receiving equipment, watches, <br /> clocks and timing instruments, medical instruments, <br /> jewelry, plastics; <br /> ii. Warehouse, storage and distribution: all warehousing, <br /> vehicle storage, wholesale trade, except petroleum and <br /> live animals or contractor storage; <br /> -8- <br />
