Fire and police services are available to the site and will be <br /> greatly improved with the provision of direct access to the site, of <br /> 60th Street S.W. and the relocation of Fire Station #4 to Glenwood <br /> and 60th Street S.W. as is proposed. <br /> Conclusions: New schools and parks will not be required as a result <br /> of this development and a proposed school and park may become <br /> unnecessary. Police and fire access is adequate and will be enhanced <br /> with completion of the proposed Southwest Everett arterial network <br /> and relocation of a fire station. <br /> 11. Economic Development: <br /> Findings: Southwest Everett is located at the north end of the <br /> "High-Technology Corridor", the area in Puget Sound which will <br /> provide the necessary high quality office and industrial park land <br /> for the much of the future employment growth in the region. <br /> Southwest Everett has most of the necessary public infrastructure in <br /> place to serve the future office and industrial park users and the <br /> remaining public facilities have been or can be easily planned to <br /> accomodate office and industrial park type uses. Edmonds and Everett <br /> Community Colleges sponsor a high-technology training school in <br /> Southwest Everett which will attract industries by providing training <br /> to employees. This property is located within several hundred feet <br /> of Seaway Boulevard (this roadway provides a connection to SR 526 and <br /> I-5) and at the end of the proposed Paine Field Boulevard which will <br /> link Southwest Everett with SR 526 and SR 525, providing a convenient <br /> alternate access to the south. The site is relatively level except <br /> for the ravine area and is physically attractive for office and <br /> industrial park development. <br /> Conclusions: This site is suitable for office and industrial park <br /> development and would add to the inventory of office and industrial <br /> park sites which will be able to serve small to medium sized users. <br /> Development of this site for office and industrial uses will add to <br /> the diversification of the local and regional economy. <br /> RECOMMENDATION - APPROVAL <br /> 1. Approval of a Comprehensive Plan Amendment to Office and Industrial <br /> Park District for that portion of the one hundred five (105) acres of <br /> the Sigma Development, Inc. property located west of Powder Mill <br /> Gulch. Those portions of the Sigma Development, Inc. property within <br /> Powder Mill Gulch are to be designated Environmentally Sensitive in <br /> the City of Everett Comprehensive Plan. <br /> 2. Approval of a one hundred fifty (150) foot buffer between the <br /> existing residential neighborhood to the north and the Office and <br /> Industrial Park area. <br /> 3. Approval of a limitation in that area within one thousand (1000) feet <br /> of the residentially designated area to the north to uses typically <br /> found in a business park. <br /> 4. Approval of a limitation in that area south of one thousand (1000) <br /> feet of the residentially designated area to the north to uses <br /> typically found in and industrial park. <br /> 5. Approval of Rezone #5-86 to M-M Medium Manufacturing with concomitant <br /> agreement (contract) for the area west of Powder Mill Gulch ravine. <br /> -7- <br />
