d. Access to any adjacent Office and Industrial Park designated <br /> properties shall be provided on public right-of-way improved to <br /> City standards. Specifically access shall be provided to <br /> developable properties on the west and east side of this site. <br /> e. All public roadways shall be on rights-of-way approved by the <br /> City of Everett Public Works Department and constructed to City <br /> standards. <br /> f. The location of private roadways, access to public roadways, <br /> and construction standards for private roadways shall be <br /> approved by the City of Everett Public Works Department. <br /> g. On-site circulation shall be organized so that vehicles have <br /> easy access to parking and loading areas. Adequate provisions <br /> shall be made for emergency vehicle and fire access. <br /> h. Paths and sidewalks shall be provided to move pedestrians <br /> safely between parking and activity areas. A <br /> pedestrian/bicycle system shall be provided which is integrated <br /> in an overall system in Southwest Everett. <br /> i. Bus turnouts and shelters shall be provided by the property <br /> owner per City standards. <br /> j. Provision shall be made on the Master Site Plan for emergency <br /> access to and from the north property line in a location <br /> approved by the Public Works Department. <br /> 7. Public Utilities: <br /> a. Sanitary sewer lines shall be sized to accommodate anticipated <br /> users and any adjacent property which must gain access to a <br /> sewer interceptor through the subject property. <br /> b. Local water service to and within the site shall be provided by <br /> the property owner to City standards. A water main across <br /> Powder Mill Gulch shall be provided by the property owner <br /> within an easement and to standards approved by the City of <br /> Everett Public Works Department unless an alternative method of <br /> providing adequate water service to the area is approved <br /> through an update of the City of Everett Comprehensive Water <br /> System Plan. <br /> c. On-site detention will be required for any development on this <br /> site. For development within the Powder Mill Gulch drainage <br /> basin, the detention volume will be based on an existing two <br /> year storm (allowable release rate) and a 25-year twenty-four <br /> hour developed storm. For development in Edgewater Creek <br /> drainage basin, detention must be sized for a 25-year developed <br /> storm and a maximum release rate to prevent the existing <br /> detention pond on Kenilworth Hills No. 1 from overflowing <br /> during a 25-year storm (the maximum release rate from the <br /> existing pond is 0.5 C.F.S.). Surface drainage from this site <br /> must be tightlined to Powder Mill Gulch with energy dissipation <br /> provisions at the outfall. A stream buffer along Powder Mill <br /> uuicn Creek will be required in compliance with the figure on <br /> page 33 of the final EIS for the South Everett Drainage Basins <br /> Plan. <br /> Development on this property shall provide biofiltratio <br /> facilities or other improvements on-site or in regiona <br /> facilities sufficient to minimize the impact of pollutants an. <br /> sediments generated on the site which might otherwise enter th= <br /> natural storm water systems. <br /> -13- <br /> 1 <br />
