Planning Commission Minutes <br /> July 7, 1987 <br /> Page 6 <br /> KENILWORTH MOTIONS <br /> The southern portion (40 acres) of this parcel was previously adopted as Planned Industrial <br /> District on the Comprehensive Plan map. This action was rescinded and replaced with the <br /> following motion. <br /> Chuck Moser made a motion seconded by Rick Utt to adopt a Comprehensive Plan <br /> designation of Industrial Park/Business Park for the developable area of Kenilworth Hills <br /> west of Powder Mill Gulch with a one hundred fifty (150) foot buffer adjacent to the <br /> residential area to the north, permitting only Business Park uses within one thousand <br /> (1000) feet of the area designated for residential uses, and permitting Industrial Park us <br /> in the area greater than one thousand (1000) feet from the area designated for resident <br /> uses. The Powder Mill Gulch ravine area is to be designated Environmentally Sensitive in <br /> the Comprehensive Plan. ADOPTED BY A VOTE OF: FOR: 5; AGAINST: 0; ABSENT: 2 <br /> Motion by Chuck Moser and seconded by Dee Buchea to recind the M-M Zoning with <br /> Contract adopted May 26, 1987 on the south forty (40) acres of the Kenilworth Hills <br /> property west of Powder Mill Gulch. ADOPTED BY A VOTE OF: FOR: 5; AGAINST: 0; <br /> ABSENT: 2 <br /> Motion by Chuck Moser second by Rick Utt to rezone the developable portion of the <br /> Kenilworth Hills property located west of Powder Mill Gulch to M-M Medium <br /> Manufacturing, leaving the Powder Mill Gulch ravine area zoned R-S Residential <br /> Suburban, requiring dedication of the ravine area to the City and requiring the conditions <br /> in the Staff Reports dated 4/30/87 as modified by the Planning Commission on May 26, <br /> 1987, and 7/2/87 with the following changes: <br /> 1. DELETING from the Staff Reports dated 4/30/87 and 7/2/87 <br /> Condition 2, Paragraph 2 in its entirety. <br /> 2. AMENDING the Staff Report dated 7/2/87 Condition 4.b. to read in <br /> part " . . . ten (10) feet in height above the surrounding grade with a <br /> minimum slope of 3 to 1 (3:1) installed . . ." <br /> 3. DELETING from the Staff Report dated 7/2/87 Condition 4.b. the <br /> following language: "and landscaped with densely planted evergreen <br /> tree and shrub stock. The scale and nature of his buffer shall be <br /> determined by the Planning Commission at the time of the site plan <br /> review and may result in an increase in the width of the buffer in <br /> some locations." <br /> 4. AMEND the Staff Report dated 2/7/87 Condition 4.b. to read in part <br /> as follows: "...installed prior to occupancy of any buildings. <br /> Landscaping within the southernmost portion (30') shall generally <br /> consist of a mix of predominantly evergreen plantings including <br /> living trees, shrubs, and ground covers. Evergreen trees shall be a <br /> minimum height of 5' to 6' at time of planting. Plantings shall be <br /> chosen and spaced so as to grow together within three years <br />
