Planning Commission Minutes <br /> July 7, 1987 <br /> Page 7 <br /> sufficient to obscure sight through the barrier. The entire_planting strip <br /> shall be landscaped; however, those plantings used to achieve the <br /> sight-obscuring screen shall cover at least five feet of the width of the <br /> strip and shall be located farthest from the property line. Existing <br /> vegetation, architectural barriers (including walls, planters, and fences) <br /> or grading (with a maximum slope of 3:1) may be incorporated into the <br /> landscape design. The remaining 120'-0" is to remain undisturbed. It is <br /> the objective . . ." <br /> 5. DELETING that portion of Condition 5 of the Staff Report dated 7/2/87 <br /> which reads, ". . . unless a visual analysis of the proposed building in <br /> relation to the adjacent residential neighborhood demonstrates that <br /> there will not be any overviewing of the residential neighborhood from <br /> the building and the building will not be visible from the residential <br /> neightborhood." <br /> 6. AMENDING the Staff Report dated 2/7/87 Condition 20. to read as <br /> follows: "Building coverage on any lot shall not exceed forty percent <br /> (40%) of the gross developable area of a lot except for the buffer <br /> required adjacent to the area designated for residential use unless the <br /> Business Park lot is equal to or greater than seven (7) acres in which case <br /> the buffer may be counted for purposes of calculating the allowed <br /> building coverage. The Powder Mill Gulch ravine and its riparian area <br /> which is designated Environmentally sensitive on the Comprehensive <br /> Plan Map shall not be counted for purposes of calculating building <br /> coverage on any lot." (Based on an amendment by Ernst Staudt seconded <br /> by Rick Utt to allow the use of the buffer area for calculating Building <br /> Coverage if the Business Park lot is seven (7) acres. APPROVED BY A <br /> VOTE OF: FOR: 4; AGAINST: 1; ABSENT: 2). <br /> 7. AMENDING the Staff Report dated 4/30/87 Condition 5.c.i. to read as <br /> follows: "The Powder Mill Gulch ravine and riparian area within the <br /> entire one hundred five (105) acre Kenilworth Hills site which has a <br /> topographic slope of greater than 25% and any areas within a minimum <br /> of fifty (50) feet of the top of the bank of Powder Mill Creek is to <br /> remain zoned R-S Residential Suburban under the condition that the <br /> above identified area in Powder Mill Gulch shall be dedicated to the City <br /> of Everett for municipal purposes by statutory warranty deed free and <br /> clear of all liens, encumbrances, restrictions and reservations." <br /> The main motion as amended above was APPROVED BY A VOTE OF: FOR: 5; AGAINST: 0; <br /> ABSENT: 2 <br /> Re-•ectfully submitted <br /> 1 <br /> rib ennis L.
