supplement existing vegetation with evergreen trees and shrubs <br /> of sufficient density and height so as to provide a year round <br /> sight obscuring buffer. <br /> Prior to any clearing of the property, the portion of the <br /> buffer that is to remain undisturbed shall be flagged or <br /> otherwise identified. In the event that site clearing intrudes <br /> into this portion of the buffer, the owner shall be required to <br /> promptly restore the disturbed area with comparable native <br /> vegetation. The owner shall also restore that portion of the <br /> 150 feet buffer which has been damaged by the owner on or about <br /> November, 1987. The damaged portion of the buffer shall be <br /> revegetated with shade tolerant evergreen trees a minimum of <br /> six feet high at initial planting and spaced a minimum of <br /> fifteen feet on center. <br /> c. Steep Sloped and Riparian Areas <br /> i. That area in Powder Mill Gulch within the entire one <br /> hundred five (105) acre site which has a topographic <br /> slope of greater than 25% and any areas within a minimum <br /> of fifty (50) feet of Powder Mill Creek shall be <br /> dedicated to the City of Everett for municipal purposes <br /> by statutory warranty deed free and clear of all liens, <br /> encumbrances, restrictions and reservations. This ravine <br /> area should be designated as an environmentally sensitive <br /> area by the City. <br /> ii. Any other area which has a topographic slope of greater <br /> than 25% and any areas within a minimum of twenty five <br /> (25) feet of any stream bank shall not be cleared, <br /> altered, graded, or constructed upon without approval of <br /> the Planning Director and other agencies with <br /> jurisdiction. The actual separation distance from stream <br /> banks shall be determined during the review of specific <br /> site plans, which shall consider the existence of <br /> adjacent steep sloped areas, soils conditions, slide <br /> hazard potential, and habitat value. <br /> d. Landscape Separation from Public Right-of-Way <br /> i. An average of thirty-five (35)feet of setback shall be <br /> provided from the curbline. <br /> ii. This area may include landscaping, natural vegetation, <br /> office and industrial park, and company identification <br /> signage; pedestrian/bicycle pathways (sidewalks on both <br /> sides of right-of-way are mandatory) ; lighting; and <br /> driveways. Sidewalks should meander between the curb and <br /> the setback limit. The purpose is to break the harsh <br /> edge of a curb and sidewalk along the entire street <br /> length. The sidewalk and curb should not meet except at <br /> corners street crossings and places provided for transit <br /> access. <br /> iii. This area may not include buildings, parking, loading <br /> facilities, antennas, or above ground communication <br /> facilities. <br /> e. Landscape Separation from Adjacent Industrial or Commercial <br /> Properties. <br /> i. Ten (10) feet on each side of the property line. <br /> ii. May include landscaping, natural vegetation, office and <br /> industrial park and company identification signage, <br /> pedestrian and bicycle pathways, recreation facilities, <br /> and lighting. <br /> -6- <br />
