(18) Authorize the Mayor to sign the three-year Microsoft Enterprise Agreement regarding the City's compliance with Microsoft licensing requirements, in the amount of $1,264,285.68 including Washington State sales tax. (19) Authorize the purchase of a prefabricated concrete building including installation from CXT Precast Products Inc. through National Joint Power Alliance in the amount of $140,260.23, including Washington State sales tax. (20) Authorize the Mayor to sign a Professional Services Agreement with the Washington State Umpires Association for umpire and officials services through December 31, 2018, in an amount not to exceed $65,000. (21) Authorize the Mayor to sign a Professional Services Agreement with Forterra to continue implementation of a restoration plan for several publicly owned urban- forested areas within the City of Everett, in an amount not to exceed $58,000. (22) Authorize the Mayor to sign the Interlocal Agreement, substantially in the form provided, with the City of Kirkland, to provide animal shelter services. (23) Authorize the Mayor to sign Amendment No. 11 to the Professional Services Agreement with Systems Design West, LLC for emergency medical transport fee billing services, extending the contract date to December 31, 2018 at a cost not to exceed $78,000.
