.' <br /> PUBLIC HEARING: <br /> (8) CB 1711-54 —3rd and final Reading — Adopt the Proposed Ordinance establishing a <br /> Downtown Business Improvement Area (BIA); providing for the levy of a special <br /> assessment upon real property (and the owners thereof) within the area; the deposit <br /> of revenues in a special account and expenditures therefrom; providing for an <br /> implementing agreement with a downtown Everett property owners association or <br /> similar organization and repealing Ordinance 2842-05. <br /> ACTION ITEMS: <br /> (9) Adopt Resolution of the City Council of the City of Everett, disestablishing the existing <br /> Business Improvement Area, pursuant to RCW 35.87A.180, and initiating and <br /> establishing a new Business Improvement Area, pursuant to RCW.35.87A.100. <br /> (10) Authorize the Mayor to sign the contract for the Community Economic Revitalization <br /> Grant with the Washington State Department of Commerce. <br /> (11) CB 1711-57 — 3rd and final Reading — Adopt the Proposed Ordinance approving the <br /> appropriations of the 2017 revised City of Everett Budget and amending Ordinance <br /> No. 3574-17. <br /> (12) CB 1711-58 — 3rd and final Reading — Adopt the Proposed Ordinance adopting the <br /> budget for the City of Everett for the year 2018 in the amount of $552,600,642. <br /> (13) Adopt Resolution establishing Human Needs Priorities for 2018 Human Needs Grant <br /> funding. <br /> (14) Authorize the Mayor to sign the Professional Services Agreement with HopeWorks <br /> Social Enterprises for supervision of diversion programs in an amount not to exceed <br /> $110,000. <br /> (15) Authorize the Mayor to sign the FirstTwo, Inc. Service Order and Service Agreement <br /> for law enforcement software in the amount of $6,000.00. <br /> (16) Authorize the Mayor to sign the Technical Services Agreement with King County for <br /> laboratory services in an amount not to exceed $17,000. <br /> (17) Award Bid 2017-054 for the Annual Supply of Water Treatment Chemicals to multiple <br /> vendors as designated at a cost of $825,141, including Washington State sales tax. <br />
