Typically, discharges from Municipal Separate Storm Sewer Systems are <br /> directed to a nearby receiving water body. There are three watersheds within the City defined by these <br /> three major receiving waters: Port Gardner Bay, Lake Washington, and Snohomish River. Basins within <br /> each watershed are defined by areas draining to streams, creeks, or lakes that discharge to one of these <br /> three receiving waters. <br /> The City's,original basin plans were completed 30 years ago. During those 30 years,the City has annexed <br /> new areas and regulations have changed significantly,resulting in limitations on how the originally <br /> proposed capital improvements can be implemented. In 2007,the City was issued a Phase II Municipal <br /> Stormwater Permit from the Washington State Department of Ecology. <br /> The City is using the services of a consultant, also maximizing the use of City staff to replace the outdated <br /> basin plans with a Surface Water Comprehensive Plan. The Plan presents updated basin characterizations <br /> with identified issues and a prioritized list of projects. Public Capital Improvement Projects and <br /> Maintenance projects are already included in the current surface water rate structure. Additional lists <br /> identify potential projects correct issues on private property that can be implemented by third-party non- <br /> profit agencies, as those entities can also apply for grant funding. <br /> RECOMMENDATION: Adopt a Resolution adopting the 2017 City of Everett Surface Water <br /> Comprehensive Plan. <br /> 153 <br />
