1 <br /> in accordance with current law and practices, the specific criminal offenses and <br /> behaviors that would prohibit admission of a prospective resident. <br /> 2.2.1.2 Low Barrier. The admissions policy must <br /> prioritize the admission of residents with the greatest barriers to housing,such as those <br /> having no or very low income, poor rental history and past evictions, or criminal <br /> histories. The admissions policy must prioritize people who have been homeless the <br /> longest or who -have the highest service needs as evidenced by vulnerability <br /> assessments or the high utilization of crisis services. The admissions policy must not <br /> require tenant sobriety or participation in mental health treatment as preconditions to <br /> admission. <br /> 2.2.1.3 Admissions Coordination. The admissions <br /> policy must require that all residents be referred through the Snohomish County <br /> Coordinated Entry System or its successor in consultation with the City's CHART <br /> program or its successor. If the Snohomish County Coordinated Entry System or City <br /> CHART program no longer exists and has no successors,then the admissions policy <br /> must contain provisions designed to achieve, as much as practically possible, similar <br /> results as the Snohomish County Coordinated Entry System and City's CHART <br /> program. <br /> 2.2.1.4 Consistent with Applicable Law. The <br /> admissions policy must be consistent with all applicable law and must be consistent <br /> with applicable HUD requirements for rental assistance. <br /> 2.2.2 Staffmg and Security Plan. The proposed plan must <br /> contain a staffing and supervision plan for the Supportive Housing Facility, which <br /> must be sufficient to adequately support security and on-site services needed by the <br /> residents. At minimum, Owner must have site management personnel on-site at all <br /> times,24-hours a day. The staffing plan must state specifically the number of full and <br /> part-time positions at the Supportive Housing Facility,together with job descriptions. <br /> The proposed plan must contain contact information (including emergency contact <br /> information)for management personnel. <br /> 2.2.3 Neighborhood Outreach Plan. The proposed plan must <br /> include a neighborhood outreach plan that addresses how Owner will communicate <br /> with and inform the surrounding neighborhood regarding the Supportive Housing <br /> Facility. The specific individual appointed by Owner to address neighborhood <br /> concerns must be identified with contact information. <br /> 6 ' <br /> 68 <br />
