. , � � a �► <br /> Technical Memorandum—Habitat Assessment for Holly Drive Lift Station Upgrade <br /> December 23, 2015 <br /> Swamp Creek, as BMPs for the control of sedimentation and erosion will <br /> be implemented during construction. <br /> • Puget Sound Chinook Salmon PCE 3: Freshwater migration corridors free <br /> of obstruction with water quantity and quality conditions and natural cover <br /> such as submerged and overhanging large wood, aquatic vegetation, large <br /> rocks and boulders, side channels, and undercut banks supporting juvenile <br /> and adult mobility and survival. <br /> Not applicable, as the project area is approximately 2 miles above the <br /> nearest known extent of Chinook salmon migration habitat in Swamp <br /> Creek according to the WDFW Salmonscape Database. <br /> • Pu�et Sound Chinook Salmon PCE 4: Estuarine areas free of obstruction <br /> and excessive predation with water quality, quantity, and salinity <br /> conditions supporting juvenile and adult physiological transitions between <br /> fresh- and saltwater; natural cover such as submerged and overhanging <br /> large wood, aquatic vegetation, large rocks and boulders, and side <br /> channels; and juvenile and adult forage, including aquatic invertebrates <br /> and fish, supporting growth and maturation. <br /> Not applicable, as the project will occur in the upper reaches of Swamp <br /> Creek approximately 20 stream and lake miles above estuarine areas in <br /> Puget Sound. Implementation of BMPs for the control of sedimentation <br /> and erosion will minimize water quality impacts in the project area, but <br /> these measures will not be observable or measurable 20 miles downstream <br /> in estuarine areas. <br /> Indirect Effects <br /> Operation of the upgraded Holly Drive Lift Station will allow the City of Everett and the <br /> District to continue conveying wastewater to the Everett Water Pollution Control Facility <br /> (WPCF) for advanced secondary treatment and discharge to Puget Sound in accordance <br /> with the facility's National Pollutant Discharge Elimination System (NPDES) Permit for <br /> the next 20 years, which will protect water quality and marine habitat for ESA-protected <br /> species through the planning period. <br /> Beneficial Effects � <br /> Implementation of the proposed Holly Drive Lift Station Upgrade project will replace <br /> wastewater pumping and conveyance infrastructure that has reached the end of its useful <br /> _ /� \`� <br /> � /y � <br /> `�_ _ <br />
