This will allow the lift station to continue functioning effectively for the next
20 years and will help the District and the City of Everett to avoid emergency responses
and repairs to the lift station (and potential contamination of Swamp Creek)that would be
likely to occur if the existing aging equipment were not replaced at this time.
Implementation of the proposed lift station improvements will provide capacity to extend
sewers to areas currently served by on-site septic systems.
CONCLUSIONS AND EFFECT DETERMINATIONS
The Holly Drive Lift Station Upgrade project will occur approximately 2 miles above the
nearest known habitat for Puget Sound Chinook salmon and Puget Sound steelhead, and
more than 10 miles above habitat for Puget Sound bull trout in the Sammamish River.
Further, best management practices for the control of sedimentation and erosion will be
implemented during construction of the proposed wet well and associated electrical
equipment, pumps, and pipes within the existing lift station fence line. Therefore, the
proposed Holly Drive Lift Station Upgrade project will have no effect on the following
aquatic species protected under the Endangered Species Act:
• Puget Sound Chinook Salmon
• Puget Sound Steelhead
• Puget Sound Bull Trout
Further, as ground disturbance will be limited to the area within the existing lift station
fence line and noise associated with the project will be short term and unlikely to be
audible 1/2 mile from the project area, the project will have no effect on the following
ESA-listed terrestrial species ar their critical habitats:
• Marbled Murrelet
• Streaked Horned Lark
• Yellow-Billed Cuckoo
• Canada Lynx
REFERENCES
City of Everett, 2009.
