• � <br /> ��-ay �os�rn�, �,C. <br /> CONSULTlNG ENGiiVEERS <br /> TECHNICAL MEMORANDUM <br /> TO: TERESA WELDON, PLANNER <br /> MICHAEL GIESEKE, P.E. <br /> FROM: JIM DOUGHERTY <br /> DATE: DECEMBER 23, 2015 <br /> SUBJECT: HABITAT ASSESSMENT, HOLLY DRIVE <br /> LIFT STATION UPGRADE <br /> MUKILTEO WATER& WASTEWATER <br /> DISTRICT, SNOHOMISH COUNTY, <br /> WASHINGTON <br /> G&O #15540.00 <br /> INTRODUCTION <br /> Site History <br /> The Mukilteo Water& Wastewater District's (District's) Holly Drive Sewer Lift Station <br /> was constructed on a 0.2-acre site adjacent to the headwaters of Swamp Creek in 1979. <br /> Many of the lift station's components are nearing the end of their useful lives. The <br /> District is proposing upgrades to the lift station within the fence line of the existing <br /> facility. Improvements will include installing a new, larger wet well, valve vault, and <br /> flow meter vault to the west of the existing building, along with the necessary pumps, <br /> piping, and electrical improvements. The existing building will be retained, pumps will <br /> be removed, and electrical equipment required for the new wet well/lift station will be <br /> installed. The lift station is a critical facility that serves a population of approximately <br /> 6,500 people in the City of Everett and unincorporated Snohomish County. <br /> Purpose of the Habitat Assessment <br /> The Holly Drive Lift Station site is located within the 100-foot buffer of the headwater <br /> reach of Swamp Creek that is rated by the City of Everett as a "Type F" Fish-Bearing <br /> Stream. The entire lift station building is located within the 100-foot buffer for Swamp <br /> Creek, per City of Everett Critical Areas Regulations (Everett Municipal Code (EMC) <br /> Section 19.37). These regulations require preparation of a Habitat Assessment to <br /> determine potential adverse impacts to the stream and any species and habitats protected <br /> under the authority of the Endangered Species Act (ESA).
