This document is not intended for ESA Consultation with the National Marine Fisheries Service or U.S. Fish and Wildlife Service (Services) at this time and is only meant to comply with local regulations. Federally listed species will be discussed and Habitat Management recommendations will be developed, as necessary, to meet the requirements of EMC 19.37. It should be noted that the subject project site is outside of Shoreline Management Act jurisdiction and need not meet the requirements of EMC 19.33D. Objectives of the Habitat AssessmentBiological Assessment The objectives of this document include: • Review existing information on species present within and downstream of the Project Action Area. Baseline conditions will be assessed using the following documents: • U.S. Fish and Wildlife Service IPaC Species Lists, • WDFW Priority Habitat and Species Maps, • WDFW Salmonscape Database, • National Marine Fisheries Service ESA-Listed Species Website, • City of Everett Critical Areas Maps and Data, and • Site Visit memorandum dated December 4, 2015. • Conduct a review of the project area to observe habitat and site-specific conditions. • Discuss impacts of the proposed action and the potential effects on species and habitats. • Discuss permit conditions and any potential mitigation measures necessary to protect habitat for ESA-listed species and other sensitive plants and wildlife. • Provide recommendations in regard to the effect determinations. Consultation History There have been no formal or informal consultations with state or federal regulatory agencies regarding this project.
