Federally listed species will be discussed and Habitat <br /> Management recommendations will be developed, as necessary, to meet the requirements <br /> of EMC 19.37. It should be noted that the subject project site is outside of Shoreline <br /> Management Act jurisdiction and need not meet the requirements of EMC 19.33D. <br /> Objectives of the Habitat AssessmentBiological Assessment <br /> The objectives of this document include: <br /> • Review existing information on species present within and downstream of <br /> the Project Action Area. Baseline conditions will be assessed using the <br /> following documents: <br /> • U.S. Fish and Wildlife Service IPaC Species Lists, <br /> • WDFW Priority Habitat and Species Maps, <br /> • WDFW Salmonscape Database, <br /> • National Marine Fisheries Service ESA-Listed Species Website, <br /> • City of Everett Critical Areas Maps and Data, and <br /> • Site Visit memorandum dated December 4, 2015. <br /> • Conduct a review of the project area to observe habitat and site-specific <br /> conditions. <br /> • Discuss impacts of the proposed action and the potential effects on species <br /> and habitats. <br /> • Discuss permit conditions and any potential mitigation measures necessary <br /> to protect habitat for ESA-listed species and other sensitive plants and <br /> wildlife. <br /> • Provide recommendations in regard to the effect determinations. <br /> Consultation History <br /> There have been no formal or informal consultations with state or federal regulatory <br /> agencies regarding this project.
