9. Landscaping, buffering and screening of buildings, parking and loading and <br /> storage areas will be addressed in a landscaping plan. The landscaping must be <br /> consistent with the standards of the City of Everett. General Criterion #7 is <br /> satisfied. (finding 17) <br /> 10. There will be minimal nuisance irritan#s generated by the proposa!_ Noise <br /> irritants as a resul# of noise from children on-site will be mitigated by landscaping <br /> and the future increased height of the fence. General Criterion #8 is satisfied. <br /> (frnding �8) <br /> 11. The proposal is consistent with the goals and policies of the Everett General Plan <br /> and the land use designations given to the property for zoning purposes. <br /> General Criterion #9 is satisfied. (�nding 79) <br /> 12. The proposal complies with the City of Everett zoning ordinances and other city, <br /> state and federal regulations. General Criterion #10 is satisfied. (finding 19) <br /> 13. There is access to public transit, and #raffic reduction measures are proposed by <br /> the Applicant to reduce dependence on vehicles to the site. General Criterion <br /> #11 is satisfied. (findings 10 and 19) <br /> 14. In addition to the SPU General Evaluation criteria, SPU Specific Evaluation <br /> criteria must be satisfied. The relevant Specific criteria have been addressed in <br /> this document (EMC 19.41.140.D.2.a). (finding 22) <br /> 15. SPU School Specific Criterion #2 is satisfied. Elementary and middle schools <br /> may be located on local or arterial streets, and high schools shall be located <br /> adjacent to or within four hundred feet of collector or arterial streets. 7t" Avenue <br /> SE is designated as a Collector Arterial. (finding 23) <br /> 16. SPU School Specific Criterion #3 is satisfied. The existing structure is located a <br /> minimum of 25-feet from adjacent residentia( zoned praperties. (findrng 24) <br /> 17. Issues raised by Ms. Harshman were addressed at the hearing, and adequate <br /> responses to her concerns were provided by the City and the Applicant. <br /> DEGISION <br /> Based upon the preceding Findings of�act and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ardered that the requested SPU <br /> #or conversian of a church building to a school for approximately 10Q to 120 students <br /> with 20 staff members be approved for the property at 9546 —7th Avenue SE, Everett, <br /> Washingtan. The approval is granted subject to the following conditions: <br /> 1.
