Solomon Christian School Traffic Impact Analysis <br /> 3. TRIP GENERATION <br /> Snohomish County DPW Rule 4220 requires the average trip generation rates for general office <br /> building, ITE Land Use Code 710. There is one 1,152 SF portable that is pi•edominately used for <br /> office space and the other portable will bc used for classroom space. The two new classrooms in <br /> the portable are currently occurring today in the lunchroom area. The site would not be <br /> increasing the number of students at the school. The trip generation of the 1,152 SF of the <br /> Solomon Christian School is summarized in Table 1. <br /> Table 1: Tri� Generation Summary <br /> Average ANt Peak-Ilour Trips PM Peak-Hour Trips <br /> Land Use SF Daily <br /> Trips lnbound Outbound Total Inbound Outbound Total <br /> General Office Building 1,152 12.71 1.58 0.22 1.80 0.29 1.43 1.72 <br /> The Solomon Christian School is anticipated to generate 12.71 average daily trips with 1.80 AM <br /> peak-hour trips and 1.72 PM peak-hour trips. The trip generation calculations are included in the <br /> attachments. As the site generates less than 3 peak-hour trips in the AM and PM peaks; no trip <br /> distribution was provided as the site would not impact any Snohomish County key intersections. <br /> 4. TRAFFIC MITIGATION FEES <br /> The Washington Growth Management Act and Revised Code of Washington 82.02.050(2) <br /> authorize local j�ieisdictions to establish proportionate share traf�c mitigation fees in order to <br /> fund capital facilities, such as roads and intersections. Snohomish County Code (SCC) 30.66B <br /> applies that authority to developments in order to fund road improvements that would <br /> accommodate development. <br /> Snohomish County collects general traffic mitigation fees and also requires developments in the <br /> UGA to satisfy Transportation Demand Management through mitibation fees or on-site <br /> measures. Furthermore, Snohomish County has an interlocal agreement with WSDOT to pcovide <br /> for the payment of traffic mitigation fees to the WSDOT for Snohomish County developments. <br /> No other interlocal agreements are impacted in the site vicinity. <br /> 41 Transportation Demand Management <br /> Snohomish County imposes Transportation Demand Management (TDM) as a way to reduce <br /> single-occupancy vehicles during the AM and PM peak-hours. The TDM requirements can <br /> typically be satisfiied by providing adequate on-site measures oc• paying a fee. The Solomon <br /> Christian School will not have adequate on-site measures to satisfy the TDM requirements and is <br /> therefore required to pay the TDM fee. The TDM fee is $6,500 for 5% of the development PM <br /> peak-hour trips.
