. r a • r . ORDINANCE NO. /34441 AN ORDINANCE CREATING A SPECIAL PROJECT FUND ENTITLED "Paine Field Boulevard Route Selection and Preliminary Design Study". Fund No. 386 WHEREAS, the City Council recognizes that as new development takes place in the Southwest Everett and Paine Field areas consistent with the Southwest Everett Comprehensive Plan, Snohomish County's Paine Field Area Comprehensive Plan, the Paine Field Airport Master Plan, and the City of Mukilteo's Comprehensive Plan, that access improvements must be made to accommodate the increase in the vehicular traffic generated by this development, and WHEREAS, the traffic studies conducted by the City of Everett, the City of Mukilteo and Snohomish County, all show that a connection from Seaway Boulevard, across SR 526 and connecting to SR 525 is needed, and WHEREAS, the process required to develop this roadway is complex and time consuming and the participants wish to initiate the process as soon as is practical to avoid creation of an critical timing situation at a future date; and WHEREAS, the property owners and jurisdictions who are participants in the planning of this roadway recognize that the route selection process, preliminary design and cost estimates are prerequisites for the funding analysis and acquisition, engineering, and construction phases of the roadway project; and WHEREAS, the participants realize that considerable time may elapse before permanent funding for the project is secured; and WHEREAS, on 1 U y �/f?F7 , the City Council authorized the Mayor to sign an interlocal agreement with Snohomish County and the City of Mukilteo in which the parties agree to undertake a route selection study, an environmental review and a preliminary design and cost study.
