. r <br /> a • <br /> r . <br /> ORDINANCE NO. /34441 <br /> AN ORDINANCE CREATING A SPECIAL PROJECT FUND ENTITLED <br /> "Paine Field Boulevard Route Selection <br /> and Preliminary Design Study". Fund No. 386 <br /> WHEREAS, the City Council recognizes that as new development takes <br /> place in the Southwest Everett and Paine Field areas consistent with the <br /> Southwest Everett Comprehensive Plan, Snohomish County's Paine Field Area <br /> Comprehensive Plan, the Paine Field Airport Master Plan, and the City of <br /> Mukilteo's Comprehensive Plan, that access improvements must be made to <br /> accommodate the increase in the vehicular traffic generated by this <br /> development, and <br /> WHEREAS, the traffic studies conducted by the City of Everett, the <br /> City of Mukilteo and Snohomish County, all show that a connection from <br /> Seaway Boulevard, across SR 526 and connecting to SR 525 is needed, and <br /> WHEREAS, the process required to develop this roadway is complex and <br /> time consuming and the participants wish to initiate the process as soon as <br /> is practical to avoid creation of an critical timing situation at a future <br /> date; and <br /> WHEREAS, the property owners and jurisdictions who are participants <br /> in the planning of this roadway recognize that the route selection process, <br /> preliminary design and cost estimates are prerequisites for the funding <br /> analysis and acquisition, engineering, and construction phases of the <br /> roadway project; and <br /> WHEREAS, the participants realize that considerable time may elapse <br /> before permanent funding for the project is secured; and <br /> WHEREAS, on 1 U y �/f?F7 , the City Council authorized the Mayor <br /> to sign an interlocal agreement with Snohomish County and the City of <br /> Mukilteo in which the parties agree to undertake a route selection study, an <br /> environmental review and a preliminary design and cost study. <br />
