• <br /> NOW, THEREFORE BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1. A special project fund is hereby established as Fund No. <br /> 386, entitled "Paine Field Boulevard Route Selection and Preliminary Design <br /> Study," to accomplish the actions authorized in Section 3 of this Ordinance. <br /> Section 2. Authorization is hereby granted for the "Planning <br /> Department and the Public Works Department" under the direction of the Mayor <br /> to assume full and complete responsibility for conducting all tasks to <br /> accomplish the actions authorized in Section 3 of this Ordinance. <br /> Section 3. The tasks or actions to be performed under this Ordinance i <br /> are: <br /> a. Phase I. <br /> Conduct a "Route Selection Study and Environmental Review" to <br /> determine the most suitable route for a road extending from the <br /> west end of Seaway Boulevard, across SR 526, thence southerly <br /> to intersect with SR 525 (Mukilteo Speedway). The Study should <br /> consider at a minimum: transportation, access, airport <br /> operations and development, private development, engineering, <br /> maintenance, environmental, cost and funding needs of such a <br /> roadway facility. <br /> b. Phase II. <br /> Conduct a "Preliminary Engineering Design and Cost Study" on <br /> the selected route. The Study should include at a minimum: <br /> traffic, environmental, right-of-way, structural, geotechnical, <br /> drainage, utility, soils, geometric design, traffic control, <br /> signalization, intersection design, illumination, maintenance <br /> and cost considerations. <br /> Section 4. The maximum estimated cost of this project is $130,000.00 <br /> which includes all costs related for Phase I and II as outlined in Section 3. <br /> Section 5. The City shall receive into this fund certain funds from <br /> the City of Mukilteo, Snohomish County and other "Participants" in the Study <br /> and shall utilize these funds, together with City of Everett funds <br /> appropriated by this ordinance, only for those purposes identified in <br /> Section 3 of this Ordinance. <br /> Section 6. The sum of $130,000 is hereby appropriated to Fund No. <br /> 386. <br /> a. Appropriation <br /> Phase I and Phase II (Program 903) - $130,000.00 <br /> -2- <br />
