Section 3 : Should costs be less for the above projects than <br /> originally estimated , projects receiving the next highest <br /> neighborhood priority shall be included for funding. If <br /> project costs exceed the estimates given, the lowest priority <br /> project or projects will be dropped for funding. <br /> Section 4 : If any of the above projects is started but not <br /> completed, completion of the project( s) will be automatically <br /> funded with any 1988 Block Grant funds received by the <br /> neighborhood where an uncompleted project is located. <br /> Section 5 : All of the above projects shall conform to the <br /> requirements of the City Ordinance 555-78, as amended by City <br /> Ordinances 655-80 and 793-82. Determination of the appropriate <br /> standards to impose shall be made by the City Engineer. <br /> Section 6 : The total estimated cost of the improvements herein <br /> authorized is $79, 743 which will include all costs related to <br /> design, construction, contract administration, plan development <br /> and associated costs. <br /> Section 7: The City Engineer of the City of Everett under the <br /> administration of the Mayor is hereby given the responsibility <br /> of providing for the improvements as defined herein. <br /> Section 8 : The Mayor has also approved matching funding on a <br /> dollar per dollar basis from the street overlay fund for <br /> neighborhood improvements in Northeast , Riverside and Port <br /> Gardner, provided that CDBG funds are expended for street and <br /> sidewalk improvement projects. <br /> Section 9: The City Treasurer of the City of Everett is hereby <br /> authorized to negotiate a reasonable rate of interest and issue <br /> interest bearing warrants to satisfy interim construction costs <br /> not to exceed $79, 743. These interest bearing warrants shall <br /> be redeemed by the Treasurer as soon as reimbursement or long <br /> term bond financing monies , as described elsewhere in this <br /> Ordinance, are received. <br /> Section 10 : <br /> A. The sum of $79, 743 is hereby appropriated to Fund No. <br /> 387, "1987 Block Grant Neighborhood Improvements" , as <br /> follows : <br /> Program 905 : Northeast Everett Neighbor- $29, 243 <br /> hood Improvement <br /> Program 906 : Port Gardner Neighborhood $22, 100 <br /> Improvement <br /> Program 907: Riverside Neighborhood $28, 400 <br /> Improvement <br /> $79, 743 <br />
