The impact of traffic generated by the proposed use on the surrounding area, <br /> pedestrian circulation and public safety; and the ability of the proponent to mitigate <br /> such potential impacts. <br /> Staff Response: No adverse traffic impacts to pedestrian circulation or public safety are <br /> anticipated by the proposal. The facility will be unmanned and traffic will be minimal, <br /> involving only routine maintenance. <br /> 4. The provision of adequate off-street parking, on-site circulation, and site access. <br /> Staff Response: The existing facility provides an adequate off street parking space. <br /> 5. Compatibiliiy of proposed structures and improvements with surrounding properties, <br /> including the size, heigl�t, location, setback and arrangement of all proposed buildings <br /> and facilities, especially as they relate to light and shadow impacts on more sensitive <br /> land uses and less intensive zones. <br /> Staff Response: The proposed 70' extended utility pole will be located in the same general <br /> location as the existing utility pole. It will be painted a dark brown to blend with <br /> surrounding trees on-site and additional wooden utility poles along Forest Drive. No <br /> expansion is proposed to the existing fenced ground equipment. New cabling and lines <br /> connecting antennas to ground equipment will be installed inside the proposed replacement <br /> pole, as opposed to the existing exterior placement of cabling, resulting in a cleaner <br /> appearance. <br /> 6. The landscaping, buffering and screening of buildings, parking, loading and storage <br /> areas, especially as they relate to more sensitive land uses. <br /> Staff Response: Existinb ground equipment is screened by a wood fence and setback 20' <br /> from the front lot line. No removal of vegetation is to occur. <br /> 7. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual <br /> blight or other undesirable impacts. <br /> Staff Response: The proposed facility is unmanned and does not emit any known noise, <br /> smoke, dust, odor, or glare. Painting the replacement pole brown and locating cabling <br /> inside the pole as opposed to along the exterior will help to minimize the appearance of the <br /> equipment. <br /> 8. Consistency with the g�als and policies of the Everett General Plan for the area and <br /> land use designation in which the property is located. <br /> Staff Response: The Comprehensive Plan designates the site as 1.2 Single Family <br /> Detached. The Comprehensive Plan contains a policy that requires co-locating utilities, <br /> where possible, in order to minimize environmental disturbance.
