• !
CITY OF EVERETT
PLANNING DIRECTOR DECISION
SPU16-011 '`
AT&T Cingular Wireless
March 6, 2017
Proposal: The proposed action is to replace and increase in height an existing 52' S" wood
Snohomish County Public Utility District pole with a 70' steel pole. Three existing panel
antennas will be replaced with six new panel antennas, along with accessory cables and devices.
Applicant: New Cingular Wireless PCS LLC
16221 NE 72°d Way, RTC Bldg 3
Redmond, WA 98052
Representative: Jennifer Taylor, Ryka Consulting
918 Horton Street, #1002
Seattle, WA 98134
Location: 4512 Forest Drive
Everett, WA
Parcel(s): 00449400201000
Zoning: R-1, Single Family Detached Low Density
General Plan: 1.2, Single Family Detached
Contact Person: Kembra Landry Phone: (425) 257-8808
GENERAL SPECIAL PROFERTY USE EVALUATION CRITERIA
The following staff responses are based on selected applicable criteria in relation to the proposed
project, established in EMC 19.41.150.0— Special Property Use:
1. The need of the neighbarhood, district, or City for a proposed special property use.
Staff Response: The .pplicant proposes to increase service capacity and upgrade
technology to an existing site serving View Ridge-Madison and South Forest Park
neighborhoods, and beyond. The height extension is required due to reserved space on the
utility pole for utility providers and accommodates necessary clearance space between
antennas and utility lines. This extension will avoid additional disruptions of future pole
extensions for utility pro vider upgrades and reduce future development impacts.
2. The adequacy of streets, utilities and public services required to serve a proposed use.
Staff Response: The streets, utilities, and public services are adequate for this proposal.
The public street, Forest Drive, is narrow without curb, gutter, or sidewalk improvements.
A setback of 2' from the edge of road is required.
SPU16-011
