• <br /> • <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF EVERETT AS <br /> FOLLOWS: <br /> Section 1 . Findings. The City Council hereby makes the <br /> following findings: <br /> A. The present Police Department facilities located in City <br /> Hall are inadequate to serve the present and projected needs of <br /> the Police Department. Additional, carefully designed office and <br /> parking space for the Police Department are required as well as <br /> new office space and chambers for the City Council. Space in the <br /> City Hall vacated by the Police Department would be well suited <br /> as City Court facilities and offices for the City Planning <br /> Department. <br /> B. The relocation of existing Fire Department facilities <br /> will provide improved overall fire and emergency protection to <br /> the City. The Fire Department needs improved training facilities <br /> to properly train Fire Department personnel. <br /> C. The existing main library facility of the City and <br /> available parking adjacent thereto is inadequate to serve present <br /> and projected needs. In addition, a branch library facility is <br /> required to provide needed service to the residents of the City. <br /> D. Capital improvements are needed to the maintenance and <br /> recreation facilities of Forest Park, Silver Lake Park, Kasch <br /> Park, Walter Hall Park, and a proposed park on Smith Island. <br /> The best interests of the inhabitants of the City require <br /> the City to carry out the plans hereinafter provided at the time <br /> or times and in the order and in the manner deemed most necessary <br /> and advisable by the Council. <br /> Section 2 . Capital Improvements. The City hereby orders <br /> the following capital improvements to be acquired, constructed, <br /> installed and equipped, subject to voter approval as specified <br /> herein: <br /> A. Public Safety Building <br /> JAR79/29 -3- <br />
