ORDINANCE NO. / 5341-1-7 AN ORDINANCE amending Section 2 and adding Section 10 to Ordinance No . 1039-84 which created "1984 Block Grant Neighborhood IMprovement Fund No. 369" . Section 1 : That Section 2 of Ordinance No. 1039-84 which read as follows : Section 2: Authorization is hereby given to provide for the development of contract plans , specifications and detailed cost estimates and construction required to provide the following : A. Lowell Neighborhood Improvements 1 . Allocate $57, 300 in CDBG funds and matching funds for the following street and drainage improvement projects : A. South 4th Avenue-Lincoln Street to 52nd Avenue . Overlay existing Street with asphalt pavement . $7, 000. B . Lincoln Street-South 2nd to South 3rd. Construct perforated drain and graveled shoulders. $10, 300. C. South 2nd Avenue-Lowell Park to River Road . Construct asphalt pedestrian/bicycle path. $40,000 2. Allocate $1 , 200 for neighborhood wide refuse clean-up project . 3. Allocate $100 to plan approximately three (3) trees one block south of Lowell Park 4. Approve expenditure of $10, 000 for a historical survey for the Lowell Neighborhood. B. Northeast Everett 1. 1000 Block of Maple Construct curbs , gutters , sidewalks, drainage and street overlay. C. Port Gardner 1. Allocate $60, 000 in CDBG funds and in matching funds for the following street and sidewalk improvement projects : A. Norton Avenue - 3600 Block Replace approximately 20 feet of raised/broken sidewalk on the east side of the 3600 block of Norton Avenue . B. East side of Terrace Drive - 42nd Street to 43rd Street . ( North side of 43rd St ) Terrace Drive to Alley west of Rucker Avenue . Construct new sidewalk behind existing curb and gutter.
