methods of buffering said residential properties from the <br /> impacts of noise, lights, odor, fumes and aesthetics. <br /> C. It is understood by this Agreement that the Owner shall have <br /> the right to construct emergency access from 7th Avenue to <br /> his/her commercial site, including improvements to the existing <br /> driveways on the property, provided that such access shall <br /> include a barrier sufficient to bar non-emergency vehicles from <br /> entering the property. The emergency access plan must be <br /> approved by the Planning Department prior to implementation. <br /> 4. STORM WATER DRAINAGE <br /> A. Prior to grading the subject property, and prior to obtaining <br /> any building permits, the Owners shall submit a storm drainage <br /> analysis for the subject property for which a building permit <br /> has been requested, together with a proposal for mitigation and <br /> abatement of storm drainage impacts resulting from <br /> construction, development and occupancy. A detailed storm <br /> drainage plan for site development shall be submitted for <br /> approval to the City Public Works Department as a part of the <br /> detailed site plan. The design, construction and maintenance <br /> of storm drainage facilities shall be in compliance with all <br /> applicable ordinances and the South Everett Drainage Basins <br /> Plan, dated February 1982; <br /> B. When developed, on-site detention or payment of a drainage fee <br /> will be required. <br /> 5. LANDSCAPING AND BUFFERING <br /> A. A solid fence with a minimum height of seventy-two (72) inches, <br /> constructed of wood, masonry or combination thereof shall be <br /> installed along the north line of the subject property from the <br /> east property line to a point which is 295 feet, more or less, <br /> east of the centerline of Seventh Avenue SE, and then south <br /> from that point and along the east property line of the <br /> adjacent residential parcel to the south line of the subject <br /> property. <br /> B. A minimum building setback of twelve feet shall be provided <br /> from the north and west boundaries of the subject site. Within <br /> the setback areas and adjacent to said north and west <br /> boundaries of the site shall be provided a landscape strip, <br /> consisting of a densely planted mix of evergreen and deciduous <br /> trees, shrubs and ground cover, with a minimum width of five <br /> feet, so as to create a substantial visual buffer between the <br /> subject site and adjacent residential properties. <br /> CONCOMITANT AGREEMENT - 4 <br />
