VOTE: The appropriation for Phase II and Phase III shall be made at a later <br /> date by amendment to this ordinance. Preliminary indications are that <br /> the Federal government, State and Port of Everett will share in the <br /> construction cost. <br /> Section 6 Severability. If any provision of this ordinance be declared <br /> unconstitutional or invalid by any court of competent <br /> jurisdiction, it shall be conclusively presumed that this <br /> ordinance would have been enacted without the provision so held <br /> unconstitutional or invalid and the remainder of this ordinance <br /> shall not be affected as a result of said part being held <br /> unconstitutional or invalid. <br /> Section 7 The City Treasurer of the City of Everett is hereby authorized to <br /> obtain interim financing which may be in any form permitted by <br /> law.
