If any section, sentence, clause or phrase of <br /> 4 this ordinance should be held to be invalid or unconstitutional by a court of competent <br /> 5 jurisdiction, such invalidity or unconstitutionality shall not affect the validity or <br /> 6 constitutionality of any other section, sentence, clause or phrase of this ordinance. <br /> 7 Section 25: BUDGET PROCESS.
