or visible from" a scenic view corridor, the billboard must be located <br /> within two hundred (200) feet of the nearest edge of the right-of-way along <br /> Hewitt Avenue or within one hundred twenty (120) feet of the nearest edge of <br /> the right-of-way along either Colby Avenue or Marine View Drive; and <br /> D. Billboards and billboard structures which are not located <br /> within five hundred (500) feet of any structures, sites or districts which <br /> have been identified as having historical or landmark significance and which <br /> are listed in the National Historical Register, State Historical Register, <br /> or other official City inventory of historic and landmark places. <br /> Section 5: STRUCTURAL REQUIREMENTS. <br /> A. Construction Requirements. Billboard structures shall be <br /> designed and constructed to resist wind and seismic forces as specified in <br /> this section. All bracing systems shall be designed and constructed to <br /> transfer lateral forces to the foundations. The overturning moment produced <br /> from lateral forces shall in no case exceed two-thirds of the dead-load <br /> resisting moment. Uplift due to overturning shall be adequately resisted by <br /> proper anchorage to the ground. The weight of earth super-imposed <br /> overfootings may be used in determining the dead-load resisting moment. <br /> Such earth shall be carefully placed and thoroughly compacted. <br /> 1 . Wind Loads. For the purpose of design, wind pressure <br /> shall be taken upon the gross area of the vertical projection of all <br /> billboards and billboard structures at not less than twenty (20) pounds per <br /> square foot. In calculating wind pressure on curved surfaces such as <br /> cyclindrical or spherical billboards or billboard structures, this pressure <br /> shall be assumed to act on six-tenths of the projected area. In all <br /> billboards the area used in computing wind pressure shall be one and <br /> one-half times the net area of the framing members exposed to the wind. <br /> 2. Seismic Loads. In areas of high-intensity shock, all <br /> billboard structures shall be designed in accordance with local requirements <br /> to resist earthquake shock. Wind loads and seismic loads need not be <br /> combined in the design of billboard structures. Only that loading producing <br /> the larger stresses need be used. <br /> -3- <br />
