• <br /> • - ., -, `. <br /> 1 Section 6: On February 1, 1990, and thereafter on a biannual basis, <br /> 2 the Utilities Superintendent shall submit a review and report of the <br /> 3 financial condition of the water utility and City Council shall consider <br /> 4 adjustment of rates, based on then current costs including but not limited <br /> 5 to changes in the AFSCME Labor Relations agreement wage provisions for the <br /> 6 position of Utility Laborer, <br /> 7 Section 7: Future Rate Increases. Future increases in the rates <br /> 8 charged herein (except the State of Washington tax on system revenues) may <br /> 9 be increased by City Council resolution subject to public hearing and notice <br /> 10 by publication thereof at least two weeks in advance of approval of said <br /> 11 resolution, <br /> 12 Section 8: Severability.
